Thecontributionsofdevelopingcountriescontinuedtoincrease,representing42.

TheInter-AgencyClusterisactivethroughjointinitiativesinmorethan30countries,specificallythosethatvoluntarilyadoptthe"Deliveringasone"approachwhenformulatinganewUnitedNationsDevelopmentAssistanceFramework(UNDAF).

ThisreporthasbeenpreparedtofacilitatetheannualpolicyreviewofUNCTADtechnicalcooperationactivitiesbytheTradeandDevelopmentBoard.

ThisreportwillalsobesubmittedtotheWorkingPartyontheStrategicFrameworkandtheProgrammeBudgetforitsreviewofUNCTADtechnicalcooperationactivities,inlinewiththeprovisionssetoutinparagraph220oftheAccraAccordandinTradeandDevelopmentBoarddecisions495(LV)ofSeptember2008,498(LVI)ofSeptember2009,504(LVII)ofSeptember2010,510(LVIII)ofSeptember2011and515(LIX)ofSeptember2012.
Inthesedecisions,theTradeandDevelopmentBoardrecommendsthatamorestructuredinteractionbecarriedoutbetweentheUNCTADsecretariat,potentialbeneficiariesanddonors,withintheframeworkoftheWorkingPartywhichisthemainmechanismforconsultationsamongmemberStatesonalltechnicalcooperationissues.
TheWorkingPartyperformstaskssetoutinitsagreedtermsofreference.
Thesestatethatit"willreviewUNCTADtechnicalassistance,withaview,interalia,toimprovingitseffectiveness,enhancingtransparency,sharingsuccessfulexperiencesandencouragingoutreachtowardspotentialrecipients".

Asinpreviousyears,since2007,thescopeandfocusofUNCTADtechnicalcooperationactivitiesin2012continuedtofollowatwo-trackapproachbyprovidingthefollowingservices:(a)Technicalassistanceservicestobeneficiarycountriesandregionsthroughtrustfundsofinterregional,regionalandcountryprojectstowhichdonorscontribute;(b)SupportservicesatthecountrylevelwithintheframeworkofUnitedNationsreformsandthe"Deliveringasone"approach.

WithintheUnitedNationsDevelopmentGroup,UNCTADcontinuedtoadvocatefortheneedtoeffectivelyincludenon-residentagenciesinUnitedNationsassistanceplansatthecountrylevel,aswellastoputmoreemphasisonUnitedNationsassistanceintradeandrelatedareas.

FundingsourcesforUNCTADtechnicalcooperation5.
UNCTADtechnicalcooperationactivitiesarefinancedfromthefollowingthreemainsources:(a)Bilateralfunding,includingindividualgovernments,theUnitedNationssystemandotherinternationalorganizations,theEuropeanCommissionandprivateandpublic-sectordonors;TD/B/WP/2533(b)UnitedNationsregularprogrammeoftechnicalcooperation;(c)OneUnitedNationsfundsandothermulti-donortrustfunds.
A.
Bilateralfunding6.
Ingeneral,overallvoluntarycontributionsremainunpredictable,earmarkedtospecificactivitiesandwithimportantfluctuationsfromoneyeartoanother(seetable1andchart1).
In2012,theoverallvoluntarycontributionsbyindividualgovernments,multilateraldonors,non-governmentalorganizations,theenterprisesectorandfoundationsamountedto$32.
8million,adecreaseof26percentoverthepreviousyearmainlyduetoreducedcountry-basedfundingtotheDMFASProgrammeandtheseverefinancialconstraintsaffectingmajordonors.
ASYCUDAcontinuedtobethelargesttechnicalassistanceactivityofUNCTAD,followedbyDMFAS.
Thesetwoprogrammesaccountedfor57percentoftotalexpendituresonUNCTADtechnicalcooperation.
Asaconsequence,fluctuationsinexpendituresandcontributionstothetwoprogrammeshadasignificantimpactonoverallstatisticsonannualtechnicalcooperation.

The10developedcountriesthatcontributedthemosttoUNCTADtrustfundsinthefour-yearperiodfrom2009to2012,inorderofaccumulatedcontributions,areNorway,Switzerland,theUnitedKingdomofGreatBritainandNorthernIreland,Sweden,Finland,Germany,Luxembourg,theNetherlands,CanadaandSpain(seetable10inTD/B/WP/253/Add.

Donorsmainlydirectedtheircontributionstowardsinterregionalprojectsinsupportofdebtmanagement(DMFAS),ASYCUDAregionalandnationalprojects,capacity-buildingoninvestment,foreigndirectinvestmenttrendsandissues,thee-regulationssystem,competitionpolicies,supporttotradenegotiationsandcommercialdiplomacy,supporttotheAgreementonTrade-RelatedAspectsofIntellectualTD/B/WP/2534PropertyRights,theVirtualInstitute,andInformationandCommunicationsTechnologyPoliciesforDevelopment.

In2012,developingcountriescontributedthelargershare(42.
7percentoftotalcontributions)toUNCTADtrustfundsattheamountof$14.

Almostallcontributionsbydevelopingcountriesareallocatedtoactivitiesintheirowncountries,andarefinancedfromloansorgrantsofinternationalfinancialinstitutions,mainlytoimplementASYCUDAandDMFASprogrammes.
Thesetwoprogrammescombinedaccountedforabout60percentoftotalUNCTADcontributionstotechnicalcooperationin2012.
Asaconsequence,fluctuationsintotalcontributionstothetwoprogrammeshadasignificantimpactonoverallstatisticsonannualtechnicalcooperation.
Overall,theaverageamountofcontributionsforASYCUDAandDMFASprojectsishigherthanthatforotherprojectsimplementedbyUNCTAD.
Agoodexampleisprovidedbythecontributionof$3.
6millionforaDMFASself-financedprojectinthePhilippinesin2011whichcontributedtotheexceptionalincreaseincontributionsmadebydevelopingcountriesfrom2010to2011.

Sinceitsestablishmentin1999bytheGeneralAssembly,theDevelopmentAccount–section36–hasbecomeincreasinglyimportantinfundingcapacitydevelopmentprojectsenhancingthecapacitiesofdevelopingcountriesinthepriorityareasoftheUnitedNationsdevelopmentagenda.
TenentitiesoftheUnitedNationsSecretariatareimplementingprojects.
Theyincludethefiveregionalcommissions,theDepartmentofEconomicandSocialAffairs,UNCTAD,theUnitedNationsEnvironmentProgramme(UNEP),UN-HabitatandtheUnitedNationsOfficeonDrugsandCrime.

Projectsarecarriedoutundertranches,eachofwhichhasathree-tofour-yearlifespan.
In2012,projectsunderthesixthadditionaltranche,theseventhtranche,theseventhadditionaltrancheandtheeighthtranchewereimplemented.
ThesignificanceaccordedtotheDevelopmentAccountbymemberStatesisreflectedbyitsincreasedfundingenvelope–with$23.
6milliondistributedundertheneweighthtranche,representingalmostdoubletheinitialleveloffundingwhentheAccountwasestablished12yearsago.
UNCTADhasashareofabout18percentofthetotalenvelopeundereachtranche.

Itbuildsonongoingactivitiesofthefiveagenciesintheregionandatthecountrylevel.
OfficiallyendorsedbytheArabEconomicandSocialDevelopmentSummit,theprojectisexpectedtostartoperationsin2013.
ItwasinitiatedbytheInternationalIslamicTradeFinanceCorporationwhichiscontributingtothis$11millionproject,togetherwith20otherbilateraldonors,overatwo-yearperiod.

Effortstoreducefragmentationandconsolidateactivitiesunderthematicclusterswerevigorouslypursuedwithaviewtoenhancingcoherenceandtransparencyandtostrengtheninginternalmanagement.
Theoverallgoalwastoincreasetheimpactandsustainabilityofprojectactivities.
ExpenditurescontinuedatasustainedpaceshowingthekeyroleofthispillarofUNCTADactivities.
RequestsfrombeneficiariescontinuedtoincreaseinallareaspertainingtoUNCTAD'smandatewhilevoluntarycontributionsfromdevelopedpartnersdecreasedandremainedunpredictable.
Allocationofcontributionsamongdifferentthematicclusterswasuneven.
Consequentlylong-ormedium-termplanningoftechnicalcooperationhasbeendifficult.

ThesecretariatlooksforwardtotheguidanceandsupportofmemberStatesinthisregard.
DespitetheimpactoftheeconomiccrisisonfinancialsupportforUnitedNationsprogrammes,UNCTADhasbeenabletomaintainthesupportofitsdonorsanditisparticularlyproudoftheincreasedsupportprovidedbybeneficiariesforself-financedTD/B/WP/25320activitiesintheirowncountries,whichrepresentsaconcreterecognitionoftheimportanceofUNCTADprogrammes.

AttheleveloftheUnitedNationssystem,theInter-AgencyClusteronTradeandProductiveCapacity,whichUNCTADcontinuedtolead,furtherconsolidateditsroleandcontinuedtobeoneofthemostdynamicinter-agencymechanismswithintheUnitedNationssystem.
Withits15members,theInter-AgencyClusterwasabletoparticipateactivelyinthepreparatoryphasesofanumberofUNDAFsatthecountrylevelandformulatedanddeliveredjointprogrammesandactivitieswithintheframeworkofthe"Deliveringasone"initiative.
TheInter-AgencyClusterwasmentionedasanexampleofbestpracticeinthereportoftheSecretary-Generalonthe2012QCPR.
Moreandmorecountriesareadoptingthe"Deliveringasone"approach.
