TheUnitedNationsincaseswheretheyaretheadministeringauthorityforaterritory,oranyContractingPartyresponsiblefortheinternationalrelationsofaterritory,mayatanytimebynotificationinwritingtotheSecretary-GeneraloftheOrganization(hereinafterreferredtoas"theSecretary-General"),extendtheapplicationofthisConventiontosuchaterritory.

ThepresentConventionshall,uponthedateofreceiptofthenotificationorfromsuchotherdateasmaybespecifiedinthenotification,extendtotheterritorynamedtherein.

ThepresentConventionshallenterintoforcetwelvemonthsafterthedateonwhichatleast15States,theaggregateofwhosemerchantfleetsconstitutesnotlessthan65percentbynumberorbytonnageoftheworldfleetofvesselsof100grosstonsandoverhavebecomePartiestoit,whicheverisachievedfirst.

Notwithstandingtheprovisionsinsubparagraph(a)ofthisparagraph,thepresentConventionshallnotenterintoforcebefore1January1976.

EntryintoforceforStateswhichratify,accept,approveoraccedetothisConventioninaccordancewitharticleIIaftertheconditionsprescribedinsub-paragraph1(a)havebeenmetandbeforetheConventionentersintoforce,shallbeonthedateofentryintoforceoftheConvention.

EntryintoforceforStateswhichratify,accept,approveoraccedeafterthedateonwhichthisConventionentersintoforce,shallbeonthedateofdepositofaninstrumentinaccordancewitharticleII.

AnyamendmenttotheRegulationsproposedbyaContractingPartyshallbeconsideredintheOrganizationattherequestofthatParty.

Ifadoptedbyatwo-thirdsmajorityofthosepresentandvotingintheMaritimeSafetyCommitteeoftheOrganization,suchamendmentshallbecommunicatedtoallContractingPartiesandMembersoftheOrganizationatleastsixmonthspriortoitsconsiderationbytheAssemblyoftheOrganization.
AnyContractingPartywhichisnotaMemberoftheOrganizationshallbeentitledtoparticipatewhentheamendmentisconsideredbytheAssembly.

Ifadoptedbyatwo-thirdsmajorityofthosepresentandvotingintheAssembly,theamendmentshallbecommunicatedbytheSecretary-GeneraltoallContractingPartiesfortheiracceptance.

SuchanamendmentshallenterintoforceonadatetobedeterminedbytheAssemblyatthesametimeofitsadoption,unless,byapriordatedeterminedbytheAssemblyatthesametime,morethanonethirdoftheContractingPartiesnotifytheOrganizationoftheirobjectiontotheamendment.
DeterminationbytheAssemblyofthedatesreferredtointhisparagraphshallbebyatwo-thirdsmajorityofthosepresentandvoting.

Onentryintoforceanyamendmentshall,forallContractingPartieswhichhavenotobjectedtotheamendment,replaceandsupersedeanypreviousprovisiontowhichtheamendmentrefers.

TheseRulesshallapplytoallvesselsuponthehighseasandinallwatersconnectedtherewithnavigablebyseagoingvessels.
(b).
NothingintheseRulesshallinterferewiththeoperationofspecialrulesmadebyanappropriateauthorityforroadsteads,harbours,rivers,lakesorinlandwaterwaysconnectedwiththehighseasandnavigablebyseagoingvessels.
SuchspecialrulesshallconformascloselyaspossibletotheseRules.
(c).
NothingintheseRulesshallinterferewiththeoperationofanyspecialrulesmadebytheGovernmentofanyStatewithrespecttoadditionalstationorsignallights,shapesorwhistlesignalsforshipsofwarandvesselsproceedingunderconvoy,orwithrespecttoadditionalstationorsignallightsorshapesforfishingvesselsengagedinfishingasafleet.
Theseadditionalstationorsignallights,shapesorwhistlesignalsshall,sofaraspossible,besuchthattheycannotbemistakenforanylight,shapeorsignalauthorizedelsewhereundertheseRules.
(d).
TrafficseparationschemesmaybeadoptedbytheOrganizationforthepurposeoftheseRules.
(e).
WhenevertheGovernmentconcernedshallhavedeterminedthatavesselofspecialconstructionorpurposecannotcomplyfullywiththeprovisionsofanyoftheseRuleswithrespecttothenumber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsound-signallingappliances,suchvesselshallcomplywithsuchotherprovisionsinregardtothenumber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsound-signallingappliances,asherGovernmentshallhavedeterminedtobetheclosestpossiblecompliancewiththeseRulesinrespectofthatvessel.

NothingintheseRulesshallexonerateanyvessel,ortheowner,masterorcrewthereof,fromtheconsequencesofanyneglecttocomplywiththeseRulesoroftheneglectofanyprecautionwhichmayberequiredbytheordinarypracticeofseamen,orbythespecialcircumstancesofthecase.

Anyalterationofcourseand/orspeedtoavoidcollisionshall,ifthecircumstancesofthecaseadmit,belargeenoughtobereadilyapparenttoanothervesselobservingvisuallyorbyradar;asuccessionofsmallalterationsofcourseand/orspeedshouldbeavoided.
(c).
Ifthereissufficientsea-room,alterationofcoursealonemaybethemosteffectiveactiontoavoidaclose-quarterssituationprovidedthatitismadeingoodtime,issubstantialanddoesnotresultinanotherclose-quarterssituation.
(d).
Actiontakentoavoidcollisionwithanothervesselshallbesuchastoresultinpassingatasafedistance.
Theeffectivenessoftheactionshallbecarefullycheckeduntiltheothervesselisfinallypastandclear.
(e).
Ifnecessarytoavoidcollisionorallowmoretimetoassessthesituation,avesselshallslackenherspeedortakeallwayoffbystoppingorreversinghermeansofpropulsion.
(i).
Avesselwhich,byanyoftheseRules,isrequirednottoimpedethepassageorsafepassageofanothervesselshall,whenrequiredbythecircumstancesofthecase,takeearlyactiontoallowsufficientsea-roomforthesafepassageoftheothervessel.
(ii).
Avesselrequirednottoimpedethepassageorsafepassageofanothervesselisnotrelievedofthisobligationifapproachingtheothervesselsoastoinvolveriskofcollisionandshall,whentakingaction,havefullregardtotheactionwhichmayberequiredbytheRulesofthispart.

proceedintheappropriatetrafficlaneinthegeneraldirectionoftrafficflowforthatlane;(ii).
sofaraspracticablekeepclearofatrafficseparationlineorseparationzone;(iii).
normallyjoinorleaveatrafficlaneattheterminationofthelane,butwhenjoiningorleavingfromeithersideshalldosoatassmallanangletothegeneraldirectionoftrafficflowaspracticable.
(c).
Avesselshall,sofaraspracticable,avoidcrossingtrafficlanesbutifobligedtodososhallcrossonaheadingasnearlyaspracticableatrightanglestothegeneraldirectionoftrafficflow.
(d).
(i).
Avesselshallnotuseaninshoretrafficzonewhenshecansafelyusetheappropriatetrafficlanewithintheadjacenttrafficseparationscheme.
However,vesselsoflessthan20metresinlength,sailingvesselsandvesselsengagedinfishingmayusetheinshoretrafficzone.
(ii).
Notwithstandingsubparagraph(d)(i),avesselmayuseaninshoretrafficzonewhenenroutetoorfromaport,offshoreinstallationorstructure,pilotstationoranyotherplacesituatedwithintheinshoretrafficzone,ortoavoidimmediatedanger.
(e).
Avesselotherthanacrossingvesseloravesseljoiningorleavingalaneshallnotnormallyenteraseparationzoneorcrossaseparationlineexcept:(i).
incasesofemergencytoavoidimmediatedanger;(ii).
toengageinfishingwithinaseparationzone.
(f).
Avesselnavigatinginareasneartheterminationsoftrafficseparationschemesshalldosowithparticularcaution.
(g).
Avesselshallsofaraspracticableavoidanchoringinatrafficseparationschemeorinareasnearitsterminations.
(h).
Avesselnotusingatrafficseparationschemeshallavoiditbyaswideamarginasispracticable.
