Indeed,thegovernment'sThirdScienceandTechnologyBasicPlan*callsforthestrategicpromotionofinternationalactivitiesinscienceandtechnology.
Inregardtothispolicydemandfromthegovernment,theJapanScienceandTechnologyAgency(JST)hasbeenimplementingtheStrategicInternationalCooperativeProgramsince2003.
Thisisatop-downtypeofprogramthatprovidessupporttointernationalresearchprojectswithcountriesandinfieldsofcooperationdesignatedbytheMinistryofEducation,Culture,Sports,ScienceandTechnology(MEXT)onthebasisofintergovernmentalagreements,agreementsatministerial-levelmeetings,andsoforth.
JSThasstarteditscooperationwithcountriesinEurope,America,Asia,andAfricaunderthisprogram.
Aimingatfurtherdevelopmentofscienceandtechnology,JSTisenhancingactiveinternationalresearchcollaborationsthroughsolidpartnershipswithcounterpartcountries.
*TheThirdScienceandTechnologyBasicPlanstipulatesthatJapanshould(a)utilizeitsscienceandtechnologycapability,respondtothesolutionofinternationalcommonissuesandtointernationalrequestsandexpectationsfromothercountries,andincreaseconfidencetowardJapan;(b)taketheinitiativeandcontributetotheformationofinternationalstandardsandrulesrelatingtoscienceandtechnology;and(c)strengthenJapan'sscienceandtechnologycapabilitybycultivatingresearcherswhocanfunctionontheinternationalstageandraisingthediversityandlevelofresearchinJapanbyacceptingoutstandingforeignresearchers.

GeneralDescriptionTheprogramconsistsmainlyofthefollowings:(1)Researchfundforinternationalresearchprojects(selectedthroughopencallforproposals)Inprinciple,afinancialsupportofaboutJPY5million-JPY10millionisgrantedonJapanesesideperprojectperyearforthreeyears.
(Theamountandperiodofsupportisdeterminedflexiblythroughcoordinationwithacounterpartcountry.
)Thisresearchfundcanbeusedforexpensesrelatingto(a)researchmeetingsbyprojectresearchers;(b)jointresearchactivities;(c)dispatchandinvitationofresearchers;etc.
(2)Workshopstopromoteinternationalresearchcollaboration(sponsoredbyJST)TheseworkshopsconsistmainlyoflecturesbyresearchersfromJapanandcounterpartcountries.
Theprincipalobjectiveistofacilitateexchangeactivitiesamongparticipatingresearchers.
(3)OtherAfinancialsupportisprovidedasnecessaryforholdingtrainingcourses,etc.

Inaddition,exchangeamongresearcherswhoarenotdirectlyinvolvedintheprojectislively,too.
Asactualresults,throughthreeyearsofexchange,twopeer-reviewedpapershavebeencompleted,andintheendweshouldbeabletojointlywriteabout10papersincludingthosethathavenotbeenpeerreviewed.
China'seconomicgrowthhasbeenthetopicofmuchtalkrecently,butwhilecontinuingexchangewithChinaforseveralyearsnow,whatIhavefeltforsometimeisthatChinahasgrowninthefieldofscienceandtechnology.
Supportedbythegovernment'sabundantfinancialpowerandpriorityinvestmentintheenvironmentalfield,andfurthermorebyastrongtop-downexecutiveforce,thebuildingoftheresearchenvironmentisprogressingatanamazinglyfastpace.
Theriseinresearchlevelsisindeedastonishing.
Moreover,Chineseresearchersandstudentsarestillengagedinresearchwithastronghungryspirit.
Ithinkthatthestimulusreceivedthroughexchangewithsuchpeopleandthefactthatwehavebeenabletoputforwardvariousnewideasbyworkingtogetheraretheintangiblebenefitsthathavebeengainedthroughthisexchange.
