TheCommission's2007reportincludedtheresultsofitseconomicsimulationsoftheeffectsonthebroadermotorvehiclesandpartssectorofimplementingthe2007FTA.
ThechangesinthetariffstagingintheaccompanyingagreementdonotaffecttheresultsoftheeconomicsimulationbecausetheCommission'ssimulationappliesonlytothefullimplementationoftheFTA.
Althoughthetradeeffectsthatareestimatedbysuchsimulationstendtobereasonablystableintermsofpercentagechanges,theestimatedeffectsintermsofchangesindollarvaluecanbesensitivetoannualchangesintradeflows.
Therefore,differencesbetweenthe2007estimatedeffectsandtheeffectsestimatedinthecurrentupdatearenottheresultofchangesintheFTA'spassengervehicletariffprovisions,butratherstemfromchangestotheeconomicenvironment(e.
g.
,therecenteconomicdownturn)anddeclinesintradeflowsin2009(theabsolutevolumeoftradeinmotorvehiclesandpartsbetweentheUnitedStatesandKoreawas30percentlowerin2009thanin2007).
Using2009data,theCommission'seconomicsimulationofthebroadermotorvehiclesandpartssectorestimatesthatimplementingthe2007FTAwouldlikelyleadtoanincreaseinU.

sectorexportstoKoreaof$194million(a54percentincrease);thisestimatedpercentageincreaseissimilartothe2007Commissionestimate(46–59percent),whereastheestimateddollar-valueincreaseinthisupdateislower,reflectingtheeconomicdownturnandreducedtradeflowsof2009.
