Thediscussionatthesesubsidiarybodies'meetingsfocusedontherecommendationsofthepreviousE-WGmeeting,namely:Thepossibilityofallocatingtwo-weektimeperiod(s)annuallytoscheduleproposedWorkingGroupsmeetings;andThedevelopmentofaclearcommunicationmechanismamongstNAFO'ssubsidiarybodiestoallowimprovedcollaborationbetweenthemintersessionally.
Theparticipantsatallthreemeetingsexpressedsomesupportforthefirstrecommendation.
Itwasnotedthattheallocationoftwo-weektimeperiodsshouldnotinanywayprecludeschedulingmeetingsoutsidetheseperiods.
ItwasalsosuggestedthattheSecretariatshouldprepareateveryAnnualMeetingaproposedmeetingcalendarindicatingpossibletwo-weektimeperiodsfortheproceedingNAFOyear.
ConcerningthesecondrecommendationregardingaclearercommunicationmechanismamongstNAFOsubsidiarybodies,theparticipantsatthemeetingsconsideredthatthiswasdesirable,butmorereflectionwasneededtodeterminehowtodothis.
Inthiscontext,oneofthemeetingreportsstatedthatanoptioncouldbetorevisethetermsofreferenceofthevariousWorkingGroupsandSTACTICtoallowtherespectiveChairstoopenlycommunicateamongstthemselves.
TheChairoftheScientificCounciladdedthatitwasusefulforherandanothermemberoftheScientificCounciltoattendtherecentmeetingoftheSTACTICObserverProgramReviewWorkingGrouptodiscusshowtheScientificCouncilcouldprovideinputintopotentialchangestotheNAFOobserverprogramthatcouldimprovetheuseoffisheryobserverdataforscientificpurposes.

Identifymechanismstoimproveefficiencies,maximizemeetingopportunitiesandsharebestpracticesConcerningtheallocationofanumberoftwo-weektimeperiods,theE-WGconsideredtheallocationofthree(3)two-weekperiods,namelyatwo-weekperiodaroundtheendofFebruaryandthebeginningofMarch;anothertwo-weekperiodaroundtheendofAprilandthebeginningofMay,whichwouldincludetheweekforthetraditionalSTACTICintersessionalmeeting;andafinaltwo-weekperiodthatwouldalternateannuallybetweenthelasttwofullweeksofJulyandthelasttwofullweeksofAugust.
AJulyorAugustperiodwouldberequiredbecause(atleast)theWG-EAFFMshouldbescheduledaftertheJuneSCmeetingtotakeaccountanyadvicecomingoutfromthatmeeting.
ItwouldalternateeachyearbetweentheJulyandAugustdatestotrytoaccommodatesomewhattheconflictingtraditionalsummervacationmonthsofanumberofCPs.
Thesetwo-weekperiodswouldnotrequiremeetingsofNAFOsubsidiarybodiestomeetduringthosedatesnorwouldtheyprecludetheschedulingofmeetingsofNAFOsubsidiarybodiesoutsidethosedates.
TheSecretariatcouldproposethespecificperiodsfortheupcomingNAFOyearateachAnnualMeetingforconsiderationbyCPs.
Ifthisproposalisacceptable,andoncespecificperiodsareproposed,itwouldalsobeusefulifCPscouldchecktheirrespectiveholidayschedules,aswellastheknownmeetingschedulesofotherRFMOs,todetermineduringtheAnnualMeetingwhetherthereareanyconflictsand,ifso,whethertheproposedmeetingperiodscanbeadjusted.
ConcerningthedevelopmentofaclearcommunicationmechanismamongstNAFO'ssubsidiarybodies,theE-WGconsideredthatRule5.
1oftheCommission'sRulesofProcedures,whichbasicallyisthetermsofreferenceforSTACTIC,beamendedtoaddaprovisionallowingSTACTICintersessionallytoreceiveinputfrom,orprovideinputto,theScientificCounciland/oranyotherNAFOsubsidiarybody,withouthavingtogoformallythroughtheCommission.
SincetheChairofSTACTICwasunabletoattendthismeeting,theSecretariatofferedtocontacttheChairtoseewhetherthisproposalcouldaddressSTACTIC'scommunicationconcerns[Subsequenttothemeeting,theSecretariatcontactedtheChairofSTACTIConthismatter.
TheChair,inprinciple,agreedwiththisproposalanditwasagreedthattheSecretariat,inconsultationwiththeChairofSTACTIC,willpresentaproposaltoSTACTICatthenextAnnualMeeting.
]ItwasalsomentionedthattherespectivetermsofreferenceofalltheWorkingGroupsmayneedtobeslightlyamendedtoensuresuchinter-communication.
TheE-WGalsobrieflydiscussedwhetherCPsshouldconsiderreducingthenumberofWorkingGroups.
Inparticular,itwasmentionedthattheremainingoutstandingmatterswithinthepurviewoftheWG-CRortheWG-BDScouldbesubsumedundertheotherWorkinggroupsandtheirrespectivetermsofreferenceoftheremainingWorkingGroupscouldbeamendedaccordingly.
TheChairoftheWG-EAFFMraisedconcernsaboutthetimelyreportingofNAFOmeetingsthisyear.
HementionedinparticularthelongdelayinproducingtheWG-ESAmeetingreport,whichonlywasfinalizedjustbeforetheJuneSCmeeting,thatmadeitdifficultforhim,asco-Chair,todeveloptheagendaforhisworkinggroupmeeting.
HerecognizedthatthisyeartherehasbeenalotofmeetingstoaddresstheGreenlandhalibutissue,inparticularformembersoftheSC,whichhasmeantthattheremaynothavebeenenoughtimebetweenthesemeetingstoproducefinalreports(andtherewasnotenoughtimeduringthesemeetingstodothereportatthemeetingitself).
However,heaskedwhetherdraftreportscouldbedistributedmorewidelytoalertCPsearlieraboutwhathadbeendiscussedattheserespectivemeetings.

RecommendationstoforwardtotheCommission(COM)TheWorkingGrouponImprovingEfficiencyofNAFOWorkingGroupProcessrecommendsthefollowing:Three(3)two-weekperiodsbesetasideeveryyearforpossibleNAFOintersessionalmeetings,namely:oatwo-weekperiodaroundtheendofFebruaryandthebeginningofMarch;oanothertwo-weekperiodaroundtheendofAprilandthebeginningofMay,whichwouldincludetheweekforthetraditionalSTACTICintersessionalmeeting;andoafinaltwo-weekperiodthatwouldalternateannuallybetweenthelasttwofullweeksofJulyandthelasttwofullweeksofAugust.

1oftheNAFORulesofProcedures:CommissionbeamendedtoaddaprovisionallowingSTACTICintersessionallytoreceiveinputfrom,orprovideinputto,theScientificCounciland/oranyotherNAFOsubsidiarybody,withouthavingtogoformallythroughtheCommission.
TheSecretariat,inconsultationwiththeChairofSTACTIC,willpresentaproposaltoSTACTICatthenextAnnualMeeting.
