ThesamedecisionalsorequestedtheExecutiveSecretarytoanalyseandsummarizethisinformationandmakeitavailabletotheWorkingGrouponArticle8(j)andRelatedProvisionsatitsseventhmeeting.

Furthertothisrequest,theExecutiveSecretaryhasputinplaceinfrastructure,throughtheguidelinesforthefourthnationalreportsandthroughthevoluntaryfundforindigenousandlocalcommunityparticipationinmeetingsheldundertheConvention,tocollectthisinformationonanannualbasisandtomakeitavailabletomeetingsoftheWorkingGrouponArticle8(j)andRelatedProvisions.
StatisticsconcerningthevoluntaryfundforindigenousandlocalcommunityparticipationinmeetingsheldundertheConvention,aswellasstatisticsontheuseofrelevantConventionweb-pages,areavailableinthenotebytheExecutiveSecretaryonparticipatorymechanismsforindigenousandlocalcommunitiesintheworkoftheConvention(UNEP/CBD/WG8J/7/9).
However,althoughgeneralinformationhasbeenreceivedfromvariouspartiesontheinvolvementand/orparticipationofindigenousandlocalcommunities,noactualstatisticswerereceivedonthenationalparticipationofindigenousandlocalcommunities,inthefourthnationalreportsreceivedtodate.

ItshouldbenotedthatrelatedprovisionssuchasArticle10(c)andparagraph2ofArticle17,aretakenupnotthroughdistinctprogrammesofworkbutthroughintegrationintothemanythematicprogrammesandcross-cuttingissuesexaminedbelow.
HenceconsiderationalsoincludessuchproductsastheAddisAbabaPrinciplesandGuidelinesonSustainableUse,theAkwé:KonGuidelinesandothers,astheirimplementationbyPartiesaredirectlyrelevanttotheimplementationofthesearticles.

Accesstogeneticresourcesandtheequitablesharingofbenefitsarisingfromtheirutilization5.
AmajoraccomplishmentofthetenthmeetingoftheConferenceofthePartiestotheConventiononBiologicalDiversitywastheadoptionoftheNagoyaProtocolonAccesstoGeneticResourcesandtheFairandEquitableSharingofBenefitsArisingfromtheirUtilization.

TheProtocolprovidesatransparentlegalframeworkfortheeffectiveimplementationofoneofthethreeobjectivesoftheConventiononBiologicalDiversity:thefairandequitablesharingofbenefitsarisingoutoftheutilizationofgeneticresources,anditwillenterintoforce90daysafterthefiftiethinstrumentofratification.

AtthecoreoftheProtocolareobligationsrelatedtoaccesstogeneticresources,tothefairandequitablesharingofbenefitsarisingoutofgeneticresourcesaswellastocompliancewithnationalaccessandbenefit-sharing(ABS)legislationandmutuallyagreedterms.
TheProtocolcontainsimportantdevelopmentsforindigenousandlocalcommunities.
Itaddressestraditionalknowledgeassociatedwithgeneticresourcesheldbyindigenousandlocalcommunitiesaswellasgeneticresourcesthatareheldbyindigenousandlocalcommunities,wheretherightsofthesecommunitiesovertheseresourceshavebeenrecognized.

ThepreambletotheProtocolprovidesacontextfortheinterpretationofthetextoftheProtocol.
Itcontainssevenparagraphsofspecificrelevancetoindigenouspeoplesandlocalcommunitiesandtheirtraditionalknowledge.
TheseparagraphsincludesreferencestoArticle8(j),theinterrelationshipbetweengeneticresourcesandtraditionalknowledgeandtheirinseparablenature,thediversityofcircumstancesinwhichtraditionalknowledgeisownedorheld(includingbycountries),theidentificationoftherightfulholdersoftraditionalknowledge,theDeclarationontheRightsofIndigenousPeoples29.
ContractingPartiesaretotakemeasurestoensurethatthepriorinformedconsentofindigenousandlocalcommunitiesisobtainedinthesesituationsandthatthereisfairandequitablebenefit-sharingandthenon-extinguishmentofexistingrights.

Atitstenthmeeting,theConferenceoftheParties(COP),inparagraph2(a)(ii)ofdecisionX/35,urgedPartiesandotherGovernments,whereappropriate,to:developandimplement,orreviseexisting,drought-managementplansandearlywarningsystemsatalllevels,includingregionalandsubregionalandbasin-levelmanagementplans,takingintoaccounttheimpactofdroughtanddesertificationonbiodiversityandtheroleofbiodiversityandactionstocombatdesertificationinincreasingtheresilienceofdryandsub-humidlands,seekingtodirectbiodiversitymanagementforthepreventionofdesertification,includingthroughtheinvolvementofallstakeholders,particularlywomenandpastoralistsandotherindigenousandlocalcommunitiesand,asappropriate,inaccordancewithtraditionalcommunity-basedstrategies,particularlythroughcustomaryusesystems.

AdditionalpartnershavealsobeenengagedfortheimplementationoftheseactivitiesincludingtheFoodandAgricultureOrganizationoftheUnitedNations(FAO),theWorldInitiativeforSustainablePastoralism(IUCN-WISP)andtheIndigenousPeoplesofAfricaCo-ordinatingCommittee(IPACC).
