PlayEngland'slocalplayindicatorshavebeendevelopedastoolsforlocalevaluationandprovideinformationabouttheextenttowhichchildrenandyoungpeopleplayoutsideintheirlocalneighbourhoods(participation),thetypeandqualityofplayablespacesavailabletothem(accessandquality)andwhattheythinkaboutthesespacesasplacesforplay(satisfaction).
ThenewComprehensiveAreaAssessment(CAA)examineshowwellcouncilsareworkingtogetherwithotherpublicbodiestomeettheneedsofthepeopletheyserve.
Itdrawsonthedetailedworkofdifferentinspectorates,includingOfstedforChildren'sServices;alongsidetheviewsoflocalresidents,peoplewhouselocalservicesandotherstakeholders;theNationalIndicatorSet(NIS)andtheinformationbeingusedtomanagepublicserviceslocally.
Thelocalplayindicatorsaredesignedtoprovidelocalauthoritiesandpartnershipswiththislocallycollectedperformancemanagementinformation.
ThiscanalsobeusedasanevidencebasetounderpintheachievementofmanyindicatorsintheNIS,includingNI199(Children'ssatisfactionwithparksandplayareas).
1Thelocallyassessedsatisfactionindicatorwillbeusefulforlocalauthoritiesandpartnershipsinlookingindetailatchildrenandyoungpeople'sviewsoftheirlocalplayablespaces,complementinganddrivingupperformanceunderNI199.
Wheretherearetwotierauthorities,withcountyanddistrictcouncils,manyservicesthathaveasubstantialimpactonqualityoflifeandoutcomesforchildrenandyoungpeopleareprovidedatdistrictlevel.
Theseincludestrategichousingissues,crimeanddisorderreduction,planning,managingthequalityandimprovementofthelocalenvironmentandprovisionofplay,leisureandrecreationfacilities.
Localplayindicatorsarethereforeasimportanttodistrictcouncilsandtheyaretotoptierauthoritiesinhelpingtoselfassesstheoutcomesanddeliveronlocallydeterminedprioritiessuchasplayprovision.

ThisinformationiscollectedthroughtheannualTellUssurveyandisavailabletotoptierlocalauthoritiesthroughtheannualreportofthesurvey.
ToptierauthoritieswillbeinspectedagainstthisindicatoraspartoftheirComprehensiveAreaAssessmentandwillbeabletojudgetrendsintheirownperformanceovertimeandcomparetheirresultswiththoseofotherlocalauthorities.
Thisprocessisseparatefromthelocalplayindicatordatacollectionprocessandwillbeundertakencentrally.
AllChildren'sTrustsshouldbeseekingtoreviewlocalplayspaces,asoutlinedinthestatutoryguidancetoChildren'sTrusts2andtheforthcomingguidancedocumentEmbeddingthePlayStrategy3publishedbyPlayEnglandforconsultationinautumn2009.

Localauthoritieshaveaduty,undertheChildrenAct2004,toworkacrosstheirserviceareasandwithotherorganisationstopromotethewell-beingofallchildrenandyoungpeople.

Therearelikelytobemorechallengingitemsofequipmentandfeaturesthatmeettheneedsofolderchildrenandyoungpeople.
Largerfacilitiesspecificallydesignedforinformalrecreationcouldbepresent,suchasaballcourt,multi-usegamesareaorskateboardarea,whichcanprovidetheopportunityforavarietyofexperiencestoyoungpeoplewithdifferingskillslevels.
ThesespacesandfacilitiesshouldalsobecapableofcateringforToolsforevaluatinglocalplayprovision:AtechnicalguidetoPlayEnglandlocalplayindicators22theneedsofchildrenandyoungpeoplewitharangeofimpairments.

TheQualityindicator,wascommonlyselectedbythelocalauthoritiesthatparticipatedinthepilotstudyasoneofthemostusefulofthefourindicators.
However,therewasconcernthatifthisindicatorwasusedfornationalcomparisonsthesubjectivenatureofthejudgmentscouldleadtoinconsistencies.
Itdoes,however,haveconsiderablepotentialasaninternalmanagementtoolforestablishingprioritiesforimprovementandcouldbecombinedwithsomeoftheotherindicatorsegbymappingtheresultsandcombiningthesewiththefindingsfromtheaccessindicatorandthesatisfactionindicator.
Inthisassessmentwefocusonthreemajoraspectstochildren'soutdoorplayprovision:thelocationofplayareas,theplayvalueandthecareandmaintenance.
Theguideoffersguidelinesfortheassessmentofthethreedifferenttypesofplayablespacetowhichallchildrenandyoungpeopleshouldhavefreeaccessintheirlocalneighbourhood.
