Thepurposeofthereviewreallyistoassistus,theEducationCommission,inconductingareviewoftheeducationsysteminHongKong,inparticularwithregardtothecurriculum,theassessmentmethod,aswellasthestructureofeducationincludingthedurationofvarioussegments.
InconductingthereviewwequicklycometotheviewthatitisnecessarytoreviewtheaimsofeducationhereinHongKong,becauseitisonlyafterawidespreaddiscussionabouttheaimsofeducationinHongKongthatwecanreallyprioritize,andwecanusethoseprioritiestoguideusinoursecondstageofthereview.
Similarly,withtheviewsofthecommunity,wecanusethesamesetofprioritiestohelptheEducationCommissionandthegovernment,inprioritizingthevariouseducationinitiativesinHongKong,includingthereviewthatwearedoing.
Whenwesetouttodotheconsultation,wehavetwoobjectivesinmind,oneistoreallylistentotheviewsofthepublic;secondistoignitefire,sotospeak,thatistoreallyliftthecommunityenthusiasmabouttheeducationinHongKong,whichistheenthusiasmreallyneededforustocontinueourreforminHongKong.
UptoSaturdaywhichwereallyendthefirstphaseoftheconsultation,Iwouldsaythatbothobjectivesweremet.
Wereceivedover14,000writtencommentsfromthepublic,whichImustsayisaverygoodsignandI'msureinthenextfewdayswewillbereceivingalotmore,togetherwiththatwealsohaveseenhundredsofarticlesbeingwritteninallthenewspapersabouteducation,ImeaneverydaytherearenumberofarticlesbeingwrittenandIthinkthatitwillcontinueaswell.
AlsoImustsayIandothermembersoftheEducationCommissionaswellastheworkinggroupshaveattendedoverfiftyconsultationsessionswithallwalksofthecommunity,theeducators,teachers,principals,students,parents,politicalparties,employersandvariouseducationgroupsaswellasmembersfromthesocialservicecommunity,youthworkers,etc,etc.
SoImustsaythatbasedontheresponsesthatwehavereceivedsofar,bothobjectives,meaninglisteningtotheviewsofthepublicaswellasignitingthefirewithinthemindsofthecommunityhavebeenachieved,andthatisaverygoodstart.
ThenextstepthattheECwilltakewouldbefirstlytoreporttoallofyouandthecommunitywhatwehaveheard,IintendedtodoitbytheendofMarchorso,butthepreliminaryfeedbackthatwehaveobtainedshowatleastthefollowingpoints:One,thecommunitywantschange.
Ibelievethecommunitywantschangestotheeducationsystem,andtheywantitbadly.
Secondly,theybyandlargeagreewiththeaimsthatarestatedinourconsultationpaper.
Butcertainlytheythinktheyreallywanttofocustheaimsonthefollowingfourpoints,andtheyallevolvearoundthestudents.
Theysaythattheywouldlikethestudentstoreallyenjoytheeducation,becauseunlesstheyenjoytheeducation,theywillnotdevelopthedesireandabilitytostudythroughoutthestudents'life.
Alsoiftheyenjoyeducationchancesaretheywilldevelopagooddegreeofself-confidencewhichisneeded.
SecondlythatarethestudentsshouldbeabletocommunicatewellandcommunicatewellinbothEnglishandChinese.
Andthatclearlyisneededforacommunitylikeourselveswhichisaninternationalcommunityaswellasaninternationaleconomy.
Thirdly,thecommunitysays,thattheywantthestudenttobecreative,notjustcreative,butreallytothinkcritically,independentlyaswellascreatively,thatisclearlyneededintheworldoftomorrow,andthatcontrastsquiteabitwitheducationsystemthatwehavetoday,whichallowsthepeopletocriticizeit,criticizeitforbeingtooexamination-oriented,andpeoplereallylearnbyrote.
Lastlybutnotleast,thecommunitysaysthatthestudentsshouldhavecommitment,commitmenttowardsthesociety,thenationaswellasthewholeworld.
Andthatclearlywouldbesomethingthatisneededbecauseifthestudentshavetheabilitybutnotreallyacorrectattitude,inthattheymayspendallthetimeinthinkingaboutthemselvesbutnotthesocalledgreatergroupofthecommunityasawhole,andthatIthinkthecommunityisspeakingloudandclearthattheywantthestudentsofHongKongtohavecommitmenttowardsthesociety.
Sothesearethefourpointsthatwehavesomehowobservedfromtheinitialbatchoffeedbackthatwehavereceived.
Wewillbeofcourselookingattheotherfeedbacksthatwehavenotanalysedtoseewhatotherprioritiesthatthecommunitiesaretellingus.
Butaftertheprioritiesarebeingset,wewillusetheprioritiesintheaimstoguideusinoursecondstageofthereviewtohelpusmakeproposals,tochangethecurriculum,theexaminationsystemaswellasthestructureofeducationinHongKong.
Simultaneously,theeducationcommissionwillusethesamesetofprioritiestoprioritizethevariouseducationinitiatives,thatwearetryingtodo,someofwhichwemaybestopping,someofthemwemayaccelerate,andsomeofthemwemaydoalittlebitofreformbecauseitisonlythroughprioritizingit,focusingontherightonesthatwebelievewecanachievethemaximumresult.
AndsothesewillbethethingsthattheECwillbedoing.
Backtotoday'sforum,thisconsultationyouhaveobservedwillfocusnotjustontheeducationsectororjustonthegovernment,wealsotrytofocusontheothersegmentsofthecommunity,inparticular,theparentsaswellastheemployers,becauseunlesswereallygeteverybodyinvolved,andgeteverybodytohavethetherightviewoneducation,otherwisetheparentsmayerroneouslyjustfocusonthestudents'abilitytoscorewellinexaminations,andinthatsensenomatterhow,howhardwetryittosaythatitisimportanttobecreative,itisimportanttobecommunicative,itisimportanttohavecommitmenttoyoursociety,nothingwillchange,becausetheparentswilljustkeepaskingthestudentstojustfocusonthosethatmaybeexamined,andthatwouldnotbegoodforeducationsystem.
Buttheparentshavethiskindofperception,basedontheperceptionofwhattheemployerswouldliketohave.
AndIthinkitisimportantthattheemployerswillbeincludedtocomeoutandreallysaysomethingaboutwhatwe,theemployers,expectedofeducation,andthroughthemediawhichispresentedtoday,somehowconveythecorrectmessagetotherestofthecommunityaboutwhatwe,theemployersofHongKong,reallywantofeducation,andthatreallyistheobjectiveoftoday'sforum.
Andtodaywehaveaverystrongpaneltalkingtous.

首先我鬘N表香港中華總商會,好多謝大會今日提供呢一個機會比我]作為商界儮等D可以去講述一鵅A其實我]對一齯j學鼤朵~生有鸅M麰n求或者期望鵅C其實由於大會亦都好清楚話髐韺]知呢,講黈伅﹞j概鰜Y五分鐘以內,所以我]準備鱄蚑忖龤A亦都希望能夠比較簡明扼要,可以介紹到我]一欓鞊璁P埋要求鵅C其實鬺]過往儭g驗裏面呢,鰫蛝u一齯j學或者大專畢業生儮L程黈伬唌A主要會有兩種情況鵅A第一種情況就係話我]已經好清晰知道,我]去聘請呢個畢業生到底我]鷊Q安排佢去一個嘜洃u作崗位;而第二種情況呢,就係話我]其實鬘憚眯w將會安排佢去邊一個工作崗位,我]通常會聘請一齯j學鼤朵~生或者大專畢業生就會做一鑗anagementTrainee,或者鬗@轤raduateTrainee鮥ost,然後跟住鰣虒掍帤鞠堶惘A睇懮\個工作表現,或者究竟佢麊瓥B鰜Y邊一方面,再去作一個安排鵅C我亦都希望鶼N住呢兩方面黿〞p,作一個好簡單嚜〝,其實如果一般情況底下,我]已經係知道佢將會鷎嵽酃M洃u作崗位,我]都會係好有針對性咁去睇翻究竟個工作崗位嚜搨n或者要求或者條件係點樣樣鵅C比喻簡單舉個例子,比喻我]鷏u請一個programmer,咁我]都會好清晰呢就話,除髐@灠禰黚鄐O以外,我]麰威I係會睇鵅A究竟佢係唔係具備擔任一個programmer黿囓鵅A比喻好簡單,佢係唔係有能力去完成一讕眾齔{式齔o展工作呢或者佢鬗@屭t統齔o展概念上面係唔係完整呢係唔係完備呢咁呢種情況呢我]會將個重點呢擺鰣荓M業能力鵀珖鶪霅鵅A但係鬗j部份情況底下,當我]鷏u請一個GraduateTrainee或者係一個ManagementTrainee黈伬啀O,其實呢我]會有一齯騆一般性黿囓顝峈怑n求鵅A咁而呢爣囓韟P要求,係可能同佢學業成績係冇關係鵅A咁或者我]睇睇個膠片鵅C其實我]鰡N鶩茩n求鬗嶼7個細項鵅A其實第一個細項呢,頭先梁生都會有提到苤A就係話其實我]第一個最主要麰n求,就係我]希望畢業生魒蒬n強嚜y文能力鵅C咁我]亦都分析過語文能力呢一個要求,其實主要係分為兩個方面啦,一個就係口語嚜y文能力,另外一個就係書寫嚜y文能力,咁口語嚜y文能力,我諗時至今日,大家都會明白其實唔單止係講廣東話、英語,重會鬘]括鰲雲q話,咁所以鶺頃x鶩蚢L程裏面呢,其實我]都會去考核一鵅A究竟儺頃x者,係唔係具備一瓛牄央A或者鶷z解一矕雲q鼢雲q話,或者基本普通話黚鄐O,另外一方面就係書寫黚鄐O,主要係包括中文同埋英文,除魖蒬y文能力之外呢,我]都好有一個期望,就係話希望個學生能夠鷊噫q能力鶪霅惟O,係已經鷎淰堶掛鴗@定鴽犍屆A其實主要就係話,香港作為一個商業同埋金融服務業為主麊懋|,我]覺得每一個鼤朵~生,都應該要具備一個好強儱噫q能力、聆聽黚鄐O,可以去應付一灟垠n麉嶊A務、推銷、公關、企業內部溝通等等鴾u作.
我]好希望佢能夠鬗@儱|議上面,好清楚、好扼要、好簡明咁表達到佢自己儱N見,亦都可以將一黻暋D可以好清晰有條理咁表達出薄A咁呢個係我]第二主要鼢螫獢C第三點呢就係話,究竟鶩茞朵~生係唔係具備分析同埋思考黚鄐O呢其實鬗尷R同埋思考能力裏面呢,我]主要覺得係分為幾個部份鵅A第一佢能唔能夠獨立去處理同埋去分析一齯u作,或者去分析一個黻暋D呢咁佢分析髐@個問題之後,了解鱄荓〞p,究竟佢能唔能夠綜合佢所咧儭禤O,咁綜合亦都係不足夠鵅A因為佢需要將佢綜合儭禤A總結出一艭搨n去處理黻暋D,咁到最後佢能唔能夠去就住佢自己去進行鴾尷R,同埋綜合總結而去提出一孎齔儱N見,或者佢個人有創意麉媊釧O,呢一方面,我]亦都希望個畢業生係能夠鬗尷R思考問題黚鄐O鶣蚸O,係有一定鴾竷薄C第四點呢就係一個團隊嚘諯苤A咁其實我]好深信就係一加一應該係等如二鵅A如果每一個員工都係有一個團隊嚘諯哄A咁而呀團隊精神再簡言而之就係話呀,佢究竟願唔願意同人]合作呢,究竟係唔係樂意去一齊同人]去承擔呢一個責任呢,去完成一個工作龠等堜O,咁我]好希望畢業生能夠鷎淰堶情A除鷑艅儠狴誘W面麊壅恁A亦都能夠學習到點樣去同人]共事,點樣去同人]合作,點樣去同人]溝通.
第五點呢,我]認為每一個畢業生,必須要具備一個學習能力,咁其實睇呢四個字呢,我]覺得最低限度鬗嶼馬潃茪霅鵅A第一鬗霅惟O就係,佢應該魒蒬@個自學黚鄐O,個所謂自學能力呢就係話,佢究竟能唔能夠自己去不斷求進呢,不斷去學習一禶s麊壅恁A而令到佢係具備一個競爭力,或者不斷提升佢自己個人巀v爭力,從而可以鬗u作上面發揮得更加好呢.
咁另外一個方面學習能力,就係話,佢究竟能唔能夠學習一齯u作上面儱s知識呢,或者佢呀,比喻僱主會提供一灠V練俾佢黈伬唌A究竟佢鴽l收能力有幾高呢,咁呢個我]係認為學習能力呢鰤禰誘W係分為兩個方面鵅C第六點,雖然我]係將佢排到好後,其實我]認為鰬蛪磾垠n鴾@點鵅A就係話,究竟個畢業生麉~德同埋誠信係點呢,咁我]好深信鷎淰堶情A其實除鷜狴誘W面麊壅恁A最重要就係學到一個做人嚘A度同埋品德幮[念,所以我]認為品德同埋誠信,都係一個好重要黿囓韟P埋要求.
當然,到鰴怮嶀@個部份就係一個所謂黿M業能力,呢個所謂專業能力,其實就頭先亦都已經簡單介紹過,咁我]對於唔同崗位鴭蛝u工作,其實我]都會定髐@灟囍P黿囓鵅A咁而呢鑨黿囓顝O,亦都好牽涉到究竟崗位將來鰣n做鸅M鵅A如果佢鰤竣@衋蝢P鴾u作,我]會要求佢能夠具備一個營銷黚鄐O,好識得同人溝通鵅A好識得將佢儱N見去表達出薯P埋去說服其他人鵅C如果佢係去做一纗q腦鴾u作,我]就希望佢具備一醼.

Tostartwith,employers'expectationsarebasicallyverysimple.
Werelyontheschoolsanduniversitiestogiveusqualifiedandcompetentpersonsmeetingthebusinessneeds,Iguessjustassimpleasthat.
Andwealsobelievetheultimateaimofeducationistodevelopaperson.
Nowatvariousstagesofeducationsystem,graduatesaremadeavailabletothelabourmarket.
Employerssearchsuitablyqualifiedgraduatestomeettheirmanpowerneeds,suchasForm3studentsdropoutafterthenineyearscompulsoryeducation,theywillfinallyendupinthelabourmarket,butourexpectationofaForm5graduatewouldbetotallydifferentfromourexpectationfromauniversitygraduate.
Likewise,graduatesfromvocationaltrainingaregettingintothelabourmarket,again,wedohavedifferentexpectationsfromthosevocationaltraininggraduates.
ThenwehaveFormSevengraduateswhodonotwanttopursuetertiaryeducation,thenofcourse,universitygraduates,soatvariousstages,wedohavedifferenttypeofgraduatescomingintothelabourmarket,sowecannotactuallygivetheEducationCommissionofwhattheemployerwantsfromaperson.
Wemostprobablyhavetogointomoredetailtalkingtovariousschoolsanduniversitiesonwhatwewant.
Sowecannotactuallygiveagenericdescriptionofthetypeofpeoplethatwewant,likewise,whattheeducationsystemcanprovide.
Currentsystemaswecanseeappearstofocusheavilyontrainingforexaminationachievements,andtendstoignorethedevelopmentoftheindividual,sowehopethattheaimsofeducationcanputabitmoreemphasisonthedevelopmentoftheperson.
Likeforinstancethen,basicethicaltrainingforIwouldsayaFormthreegraduateallthewaytoauniversitygraduate.
SchoolsandUniversitiesoftenclaimthattheyareprovidingeducationtothestudentsandnottotrainstudentsfortheemployers.
Nonethelessalmostallofthemwillendupinthelabourmarket,certainlywiththeexceptionofafew,suchaspeoplethattheyneverhavetowork,somajorityofthemwillbeendupinthelabourmarket.
Somepeoplesaythatthey'llgoontoresearchandyetitisasortofemployment,ifyougotoresearchandjoinuniversities.
Theeducationsystemisinrealityprovidingqualityhumanresourcestoemployers.
Schoolsanduniversitiesshouldpreparestudentsthatatanearlierstagetoensureasmoothintegrationtothebusinesscommunity.
Imustemphasizethattheyshouldpreparethematanearlierstage.
Youhaven'tseenmuchintheschoolsanduniversitiestoprepareinparticularinsecondaryschoolstopreparestudentsforthelabourmarket.
Theeducationsystemisnotafactoryproductionlineproducingstudentsaccordingtoamode.
ThewayweseetheeducationblueprintshouldbepartofanoverallblueprintforthemanpowerrequirementanddevelopmentforHongKong.
Hence,vocationaltrainingorvocationaleducationshouldbeanindispensiblepartoftheacademicsystem.
Wehaven'tseenmuchactuallytalkingaboutthisintheconsultativepaper.
Thebureauactuallyalsoasktoexpressabitofourviewsonemployers'expectationofgraduates.
I'vetouchedonandtheyalsowouldlikeustoexpressabitonthecooperationbetweentheeducationandthebusinesssector.
Infactemployersarefartoodelightedtoworkcloserwiththeschoolsandtheparents.
Weactuallyhaven'tseenmuchcooperationfromtheschoolsandtheparentsingettingtoknowthebusinesssector.
Wetryveryhardtoofferopportunitiesfortheuniversitiesandschoolsandarrangebusinessvisitsandindustrialvisits.
Wehaven'treallyseenalotofthesegoingon.
Oftenyoufindinuniversitiesthatinthelast,itwillrushwhenthegraduateapproachingfinalyears,thentheybegintoapproachemployersandaskemployerstoconductcareertalks,andthentoconductareasthataresortofintroductionofthebusinesstothegraduates.
Iquitebelieveit'sfarfartoolateatthatstage.
SoIhope,intheconsultativepaper,thatwillbeabitmoretotalkabout,howthebusinesssectorbeabletointegratewiththeschools,andI'mquitesuretheFederationofEmployerswouldbetoopleasedtorenderassistanceandalsoarrangeemployersbodies,actuallytoworkwithschoolsandalsotheparents'associationstogetthemtoknowabitmoreaboutwhat'sgoingonintheworkforce.
So,thisisthekindofviewswe'llbeabletopresentinashortfiveminutesandwouldliketoactuallykickoffdiscussionslateronandtoinviteviews.
Iseethatthere'salotof,alotofemployersaredownthere,andyourinputwouldbecertainlywelcomed.

其實正如其他社會各界一樣,工商界同埋僱主對香港黿虼|發展都非常關心,亦抱有好大鼢螫獢A我本身身為僱主,我亦都好清楚,好明白人力資源對企業以至整體經濟發展麰垠n性.
辦好香港黿虼|,唔單鬘i以為工商界提供質素高鴾H才,提升我]香港競爭力,更重要就係可以提高香港人口整體嚚霂嚏A鞏固香港國際都市鵀a位.
工商界方面謠罹O,而家香港黿虼|制度,確實係存在鬫齯ㄗ洶妊B,實在有檢討同埋作出改革鴷痍n,過去我]大家鄐ㄕP鼣鶡X,已經反覆指出教育制度各種弊端,以及近來我]睇倒畢業生鴾艩U降黿〞p,我]都係有所擔心.
但今日,我唔係鄔O度打算再重覆呢個論點,但係我想強調教育水平鴾U降,係有好大齔{度係由於教育制度跟唔上社會同埋經濟齔o展,過去幾十年,香港社會經濟經歷鬫n大屩鉣隉A但係我]黿虼|制度,冇好有自由度咁去適應調節呢個變化,隨住教育制度鼢隊峇A以及經濟發展越褻V依賴新麍鴔煄A我]必須改革現在翵謍蛂A去配合呢囓角j幭雂P埋需要.
要解決香港教育黻暋D,我]非常認同教統會黻答k,即係先確立一套明確黿虼|目標,然後依照呢個目標,定立相應鴽麰盛僧I,就諮詢文件內,為不同學習階段所建議鵀U項教育目標,我]認為已經考慮到,考慮得非常周全.
而且,好大程度上符合工商界同埋大家鼢螫獢A我]認為應該可以得到社會廣泛鴾銕龤C接住落螫赲庢|鴾u作應該係定出各項改革緩急鵀葷A以及制定一套推行鴾霈蛂A使到呢個教育目標可以盡早實現.
諮詢文件內,教統會提出兩項實踐教育目標麰鴢h,分別鬘H學生為本,同埋在過程中實踐.
我]完全贊同呢兩個題目,環顧我]週圍鴷進國家,以學生為本黿虼|方式其實已經實行鬫n耐,成績大家都有目共睹,呢灠禤a嚝矷A大多數都係主動學習,語文能力高、組織、創作黚鄐O亦都非常之強,我]睇翻我]麰輕銦A絕大部份嚝捸A仍然係採用個傳統黿虼|方式,老師就鄎袬縑A學生就鄎覂央A係唔係聽就冇人知.
呢一種單調嚝葝狾﹛A係好難令到學生好有興趣,好投入咁去學習,咁如果佢鰣孎諵J去學習,點可以訓練到佢]鼣虴@力,呢樣係我覺得非常之重要.
我]認為推行以學生為本黿虼|,我]應該鶵珛{、考試制度、語文訓練同埋資師訓練方面,要儘快作出一孎麰瓷C香港學校個課程過份偏重考試,一路以來,我]認為將中、小學嚚珛{重新調整,提高學生對學習嚙魚魽A另外一方面呢,我]應該將中文、將英文、數學呢三個基本麍鴠埵C為中、小學黈痐蔇珛{,增加學習節數,同埋應該減少其他好似地理呀、歷史呀、科學科目嚚珛{內容.
將課程重新設計,注重訓練學生鴾尷R能力、組織能力,同埋解決問題黚鄐O.
與此同時,我]應該加強資訊科技黻V練,使到學生懂得利用資料,利用資訊科技,例如可以透過互聯網,搜集對掌握課程有幫助儭禤A除此之外呢,我]應該將課程多元化,培養學生身心鴷面發展,過去忽略麍鴠堙A例如體育、音樂、藝術同埋話劇等等呢,我]應該都要加強.
我睇倒有好多香港鼤朵~生,佢]考試成績都非常之好,但亦都好多,因為缺乏魖銗L校外科目齔o展,佢]係考唔到入去外國鵀n學校,因為外國鴾j學覺得佢]唔係一個全面齔o展,所以我]覺得呢,鄔O一方面齔o展亦都非常之重要,為鷑A應呢蠸珛{屩鉣隉A我]亦應該改進香港鵀珚旍謍蛂C第一,考試應該以評核學生全面學習能力為基礎,尤其是學生語文同埋溝通技巧.
第二,考試方式應該從新設計,盡量鼓勵學生以創新方式解決問題,減少好似我]講話「背死書」咁樣.
第三,評核方式應該可以以學生鼤艂@取代傳統齔孛捸A學生嚜y文基礎對佢]求職同埋求,同埋升學都係非常之重要,我]認為而家嚝梬y文訓練,大部份係唔係咁理想,學校應該參考其他先進國家,改進蠷嚜y文教學方式,我]發覺有好多香港黻篕睅捸A佢]嚜y文訓練都做得幾好,佢]係比較注重培養學生嚝\讀能力,我]認為其他嚝捸A應該倣效呢個方法,而家香港大部份嚝捸A如果係豁狎^文嚚珛{呢,我相信一年睇唔到兩本書,但係如果你灠篕睅晥O,差唔多一個禮拜,或者兩個禮拜呢,佢]都係要求蠷阼誘@本書鵅A呢個方面係証實到非常之好鵅C要成功推行我剛才提到鴽麰盛僧I呢,教師嚚霂孺O,亦都係非常之重要鵅A我]應該為所有教師提供培訓,使到佢]儘快適應以學生為本黿郋藿牷A主要係為佢]提供協助同埋支援,使到佢]儘快可以應用資訊科技於學上,使學生獲益.
最後,我想講學校過去儮D德教育同埋紀律訓練,有好多方面都係做得唔好鵅A我發覺部份鼤朵~生,鈳B事同埋對人嚘A度呢都出現問題.
香港嚝梇N來可以加強培訓學生同埋教育,學生教育同埋紀律,最近我],即係香港講呢個「和路迪士尼園」,和路迪士尼園鄔O個外國呢,我]可以睇倒所有鴾H都係好友善,但係而家香港社會係出現髐@個問題,香港好多人都係好冇禮貌,所以呢,我希望如果鄔O方面做多齯u夫,唔好講話淨鰣}士尼園,我相信好多有吸引力鴽賳瞗A都會因為呢個改變,會薇鴙輕鵅A多謝各位!
