Theeighteenthofthepeople'scongressmoreclearlypointedoutthatsolvingtheproblemofgoodagricultureruralfarmersisthetoppriorityofthepartywork,whicharetosticktothepathofagriculturalmodernizationwithChinesecharacteristicsandtopromotetheintegrationofurbanandruraldevelopmentasthebasicwaytosolvetheproblemof"agriculture,ruralareasandfarmers".
Therefore,vigorouslypromotingthedevelopmentofurbanandruralintegration,letpeoplesharethereformdevelopmentachievement,effortstoimprovepeople'slivingstandard,Sharethecivilizationofurbanizationandmodernization,andtheintegrationinurbanandruralareasatpresentstageisanurgentneedtosolvetheproblem.
THEDISADVANTAGESANDPROBLEMSOFTHEEXISTINGURBANANDRURALDUALSYSTEMINOURCOUNTRYWefullyaffirmedpositivechangesintherelationshipbetweenurbanandruralareas,butatthesametime,wealsomustsee,inChina'srapideconomicgrowth,tospeedupthetransformationofsocialstructure,profoundchangesunderthebackgroundofintereststructure,agricultureasthefoundationisweak,theruraldevelopmentslowdown,thedifficultsituationwhichisaimtoincreasefarmers'incomestilldidn'tgetthefundamentalchange,thegapbetweenurbanandruraldevelopmentisstillgrowing,ofwhichmomentumisstillnotcontained,urbanandruraldualstructurecausedbythedeepcontradictionsarestilloutstanding.
Foralongtime,urbanandruraldevelopmentofChinaisimbalanced,andthegapisbig,andtherelationshipbetweenurbanandruralareasisuncoordinated.
Whichleadtosocialinjustice,makethesocietymoreinstable,seriouslyrestrictthelong-termdevelopmentofourcountry'seconomyandsociety.
Urbanandruraldualeconomicstructuresystemisgraduallyincreasedasthemainsocialcontradiction.
ItcanwidentheincomegapbetweenthefarmersandthecitizensChina'sginicoefficienthavegoneintotheinternationalwarningline,intothe"highrisk"developmentrange.
Farmerscan'tfullyshareresultsbroughtbytheeconomicreformanddevelopment.

TheimbalanceofsocialsecuritysystemThecountryeachyearprovidehundredsofbillionsofyuanforurbanresidents'socialsecurity(pension,medical,unemployment,relief,subsidy,etc.
),whilefarmersonlyhaveverylowhealthcare,expandingthesocialinjustice.
Farmershavenounemploymentinsurance,housinginsurance,benefitsinsurance.
Thereisahugegapbetweenurbanandruralmedicalsecuritysystem,mostofthebasicmedicalinsuranceinurbanareas,but"thenewruralcooperativemedicalcare"hasjustcoveredasmallrangeoftheruralareas,andnowitexistssomeproblemssuchasreimbursement,difficulttransfer.
Landsystemreformlagsbehind,andthefarmers'landrightsandinterestsareseverelydamagedRuralandurbanlandsysteminChinastillmaintainstheduality,therightsofthefarmersforthelandhasbeeninarelativelyweak.
Withtherapidadvanceofindustrializationandurbanization,therapidexpansionofurbanconstruction,ithasproducedalargenumberofland-lostfarmers.
Theprocessofagriculturallandbecomeintonon-agriculturalconstructionland,itisnotinaequalway,negotiationofpropertyrightstransaction.
Landrequisitionrangeistoowide,landexpropriationcompensationwayisunreasonable,landacquisitionprogramignorethefarmers'will,sotheland-lostfarmersliveahardlife,andlackoflong-termlivelihoodsecurity.
THEREASONS:TOPROMOTEINSTITUTIONALINNOVATIONOFURBANANDRURALINTEGRATIONCANSOLVETHECURRENTDRAWBACKSANDPROBLEMSForminganewpatternofintegrationofurbanandruraleconomicandsocialdevelopmentmusthavenewideas,newsystem,newmechanism.
Toactivelyexploreestablishingandperfectingthefiscal,financial,investment,industry,employment,land,householdregistration,theadministrativemanagementpolicy,formacompletesetofperfectpolicysupportsystem,wewillacceleratetheestablishmentofasystemwhichisbeneficialtothedevelopmentofurbanandruralintegrationsystemWemusttakecomprehensivecontrolmeasures,andgraduallyrealizethepeopleurbanizationandlandurbanizationandindustrializationandagriculturalmodernization;makeorderlyandcoordinateddevelopmentcometrue.
Thisisnotonlythebasiclawofurbanizationdevelopment,isalsotheimportantexperienceofurbanizationindevelopedcountries.
Inthecombinationofurbanandruraldevelopment,theruralgivetheurbanagriculturalandecologicalsupport,thecountrysidefeedbackthecity,thecityisdrivenbytheruraldevelopmentasitsownresponsibility;RuralandurbaninBTAIJ,10(15)2014LeiZhang8681mutuallyexchanges,supportmutually,graduallyachievethesymbioticandtarget"integration"ofthedevelopmentofurbanization.
TheconstructionofaharmonioussocietyneedtobalanceurbanandruraldevelopmentofeconomyandsocietyAlthoughfarmersandtheiragriculturehavemadeanimportantcontributiontothecountry'sindustrialization,thedivisionbetweenurbanandruralareas,moreandmorebiggapbetweentheurbanandruralhaveformed.

Therefore,balancingurbanandruraleconomicandsocialdevelopmentisconducivetonationalsecurity,andfinallycanhelprealizetheharmoniousdevelopmentofurbanandruralsociety.
Balancingurbanandruraldevelopment,whichisbeneficialtosolvetheproblemofurbandrivingforceisnotstrongItcanacceleratethetransformationofagriculturalprocessingindustry,strengthentheabilitythatagriculturalfeedbackindustryandruralareassupporturbanareas.
Thecitymarketisnearlysaturated,thenletthecountrysidegivefullplaytotheroleofstimulatingdomesticdemand.

Wewilldeepenthereformofthehouseholdregistrationsystemandcancel"non-agriculturalpopulation","agriculturalpopulation"of"dualsystem",householdregistrationmanagementmode,andimplement"theintegrationofsystem"mode,soallpeoplearecollectivelyknownashouseholds.

Wethinkclearlyforthiskindofbank,mustalsoconformtothetwobasicconditions:onemustbetheruralfinancialinstitutions,whichisgoodforcloselyinvolvinginsettingupandinthedailymanagementandservices;theothermustbefinancialinstitutionswithpolicy-supportfunctionsandthepolicyofagriculturefinancebusiness.
WewilldeepenthereformofthetownshipadministrativemanagementsystemWewilldeepenthereformofthetownshipadministrativemanagementsystemtostreamlinethevillagesandtownsorganizationsandpersonnel,strengthenlegalconstruction,transformgovernmentfunctions.
