FM ENV 016 Waste Management Environmental Management Procedure

1 Introduction

1.1 Purpose

This procedure describes the approach UCLan wi l l take to manage and mitigate its‟wastemanagement as a category of significant environmental aspects (FMENV004),within theUniversity‟s Environmental Management System (EMS), to ensure the University‟soperations remain compl iant with relevant parts of its:

 Environmental Sustainabi l ity Pol icy;

“Use natural resources prudently and prevent pollution by identifying improvement targets,whilst adhering to the following key principles:

- Provide training and information to all staff and students to facilitate prudent use ofnatural resources;

- Champion the reduction of waste following the reduce, reuse, recycle hierarchy, toinclude the provision of suitable segregation and composting facilities;

- Address the root cause,rather than the symptoms,of resource wastage whereverpossible;”

UCLan‟s Environmental Aspects Register (FMENV004) identifieswaste disposal as theaspect of University‟s waste management activities that hasthe most significant impact onthe environment.Waste disposal wi l l therefore be the focus of our mitigation andmanagement within the EMS. However, as a matter of good practice we wi l l also outl ineissues to be considered to improve reduction, re-use and recycl ing of waste throughout theUnivers ity.

Please note that site waste management plans for building contracts will only be touchedupon within this procedure,FM ENV 015 Land Development and Buildings will deal with thisarea of waste management in further detail.

1.2 Scope

This document appl ies to operations conducted from the University‟s Preston campusesincluding those of UCLan maintenance engineers.Contractors working on University sitesare required to manage and dispose of their own waste.

1.3 Responsibilities

This document appl ies to staff within the University who are responsible for elements of thewaste managementprocess l isted in section 1.1 . These general responsibi l ities aresummarized in the table below.

Further detai ls of specific role responsibi l ities can be accessed in EMS Manual (FMENV003).Within SHE Training Needs Analysis(FMENV018) the training and development required bythe responsible parties are outl ined to ensure adequate experience and competence.

1.4 Continual Improvement

The University wi l l monitor the implementation of the operational controls identified withinthis procedure using a combination of internal audits and targets.

These targets wi l l be part of a programme of improvement under an overal l continualimprovement objective for Waste in the Environmental Management Plan (FMENV020).Each significant type of waste management identified as having a significant impact wi l l havean associated target.

Al l Schools and Services at UCLan wi l l generate office type waste;

General waste, paper, confidential waste, plastics, card, batteries, packaging, glass andcans as wel l as surplus furniture,stationery and smal l items of WEEE.

Additional waste streams generated as a result of University activities are detai led in Figure2.The principal dispos‟al route is via Faci l ities Management with the exception of Learning andInformation Service s special waste streams.
