Thefollowingnewparagraph9hasbeenaddedafterexistingparagraph8:SatelliteEPIRBsshallbe:.
1annuallytestedforallaspectsofoperationalefficiency,withspecialemphasisoncheckingtheemissiononoperationalfrequencies,codingandregistration,atintervalsasspecifiedbelow:.
1onpassengerships,within3monthsbeforetheexpirydateofthePassengerShipSafetyCertificate;and.
2oncargoships,within3monthsbeforetheexpirydate,or3monthsbeforeoraftertheanniversarydate,oftheCargoShipSafetyRadioCertificate.
Thetestmaybeconductedonboardtheshiporatanapprovedtestingstation;and.

12ofMSC1040requiresmaintenancebyanapprovedshorebasedmaintenanceprovider.
TheUKAdministrationacceptsorganisationsnominatedandapprovedbytheEPIRBmanufacturertocarryoutshorebasedmaintenance.
Shorebasedmaintenanceshallbecarriedout,inaccordancewiththerequirementsofMSC/Circ1039(reproducedinAnnex2),atanintervalnotexceedingfiveyearsorwhenbatteryreplacementisdue.
ForvesselswherethereisnomandatoryEPIRBcarriagerequirement,theMCAwouldencourageownerstofitanEPIRBandconductmaintenanceatafiveyearintervalthroughanapprovedSBMwherepossible.
SOLASCHAPTERIVREGULATION18:PositionUpdating5.
Thefollowingnewregulation18isaddedafterexistingregulation17:Alltwo-waycommunicationequipmentcarriedonboardashiptowhichthischapterapplieswhichiscapableofautomaticallyincludingtheship'spositioninthedistressalertshallbeautomaticallyprovidedwiththisinformationfromaninternalorexternalnavigationreceiver,ifeitherisinstalled.
Ifsuchareceiverisnotinstalled,theship'spositionandthetimeatwhichthepositionwasdeterminedshallbemanuallyupdatedatintervalsnotexceeding4h,whiletheshipisunderway,sothatitisalwaysreadyfortransmissionbytheequipment.

6decodingtheEPIRB15HexadecimalIdentificationDigits(15HexID)andotherinformationfromthetransmittedsignal,checkingthatthedecodedinformation(15HexIDorMMSI/callsigndata,asrequiredbytheAdministration)isidenticaltotheidentificationmarkedonthebeacon;.

2haveaccesstoadequatecalibratedtestequipmentandfacilitiestocarryouttheSBMinaccordancewiththeseguidelines;.
3haveaccesstobatteriesandothersparepartstotheoriginalequipmentspecification;.
4haveaccesstoup-to-datetechnicalmanuals,servicebulletinsandthelatestsoftwareversionsasprovidedbytheoriginalequipmentmanufacturer;.
5keeprecordsofmaintenance,availableforinspectionbytheAdministrationasmayberequired;.
6ensurethatallpersonnelresponsibleforsupervisingandforcarryingoutthemaintenanceproceduresareadequatelytrainedandfullycompetenttoperformtheirduties;and.
7issueashore-basedmaintenancereportwithalistofthetestresultsandmaintenanceperformed.
3Preventionoffalsedistressalerts3.
1Throughoutthetestingandmaintenanceprocess,greatcaremustbetakentoavoidthetransmissionoffalsedistressalerts.
Thetransmissionsmaybepickedupbyaircraftaswellassatellites.

2Aradio-frequency-screenedroomorenclosureshouldbeusedforallmaintenanceproceduresinvolving,orlikelytoinvolve,anytransmissionfromanEPIRB.

5MHzmonitorreceiverisrequired;thiswillpickupthehomingtransmitterandgiveawarningiftheEPIRBisaccidentallyactivatedoutsidethescreenedenclosure.

1Priortocarryingoutanymaintenanceand,uponcompletion,aself-testshouldbeperformed,followingtheinstructionsontheequipment,andtheresultsnoted.

2Attentionisdrawntoparagraph3onthepreventionoffalsedistressalerts.
Avoidanceoflivetransmissionsisrequiredtopreventunnecessaryloadingofthesatellitechannels.

3Itshouldbeverifiedthattheself-testmodeoperatesproperly.
Thischeckcouldbeperformedbyholdingtheswitchinself-testmodepositionfor1minafterthefirstself-testmodebursttransmission.
Alltransmissionsshouldceaseafterreleasingtheself-testmodeswitch.
Additionally,for406MHzsatelliteEPIRBswhichreceivedtheCOSPAS-SARSATtypeapprovalafterOctober1998(TypeApprovalCertificates106andhigher)thenumberofself-testburstsshouldbeverifiedtobenomorethanone.
6Batterychange6.
1Themainbatteryshouldbechangedinaccordancewiththemanufacturer'srecommendations,includingthereplacementofanyotherroutineserviceparts(e.

seals,memorybattery,desiccant).

2Theremovedbatteriesshouldbedisposedofinaccordancewiththemanufacturer'sand/ornational/localrecommendations.

3Afterhavingchangedthebattery,thenewexpirationdateshouldbedisplayedontheexteriorsurfaceoftheEPIRB.
7Satellitedistresstransmission7.
1ThesatelliteEPIRBshouldbeactivatedinitsnormaltransmittingmode(i.

notjustself-test).
Attentionisdrawntoparagraph3onthepreventionoffalsedistressalerts.
Whereseawatercontactsarefitted,theseshouldbeconnectedtogethertoactivatetheEPIRB.

2Thetransmittedsignalshouldbecheckedwithasuitabletestreceivertoverifythesignalintegrityandcoding.

1ThesatelliteEPIRBshouldbeinspectedforanysignsofdamageorcrackstothecasing,orofwateringress.

2ThesatelliteEPIRBshouldbetestedforwaterproofintegrityattheendoftheSBM.
TheequipmentmanufacturermaysuggestanappropriatemethodtotesttheintegrityoftheEPIRB.

3Onemethodinvolvesimmersingtheequipmentinhotwater(20-30°Caboveambient)foraperiodof1min.
Itcanbereadilyseenifthereareanyproblemswiththeseals,astheairinsidethebeaconexpandsandescapesasastreamofbubbles.
Thistestshouldnotbecarriedoutwithcoolwater,asthewatermaybedrawnintotheequipmentwithoutshowingsignificantreleaseofairbubbles.

4SatelliteEPIRBsequippedwithseawaterswitchesshouldhavethisfunctiondisabledduringtheimmersiontesttopreventactivation,unlessthecompletetestisperformedinsideascreenedroom.
ThisdisablingmaybeachievedbyimmersingtheEPIRBcompletewithamountingbracketifthebracketincludesaninterlocktopreventactivationbeforerelease.
InsomecasestheEPIRBcontainsaninversionswitch,soitwillnotbeactivatedifimmersedintheinvertedposition.
Themanufacturershouldbeconsultedforspecificguidance.

1Asaminimum,theequipmentexternallabellingshouldbecheckedforthefollowingdetails:.

Thisidentifiestheequipment,eveniftheprogrammeddata(e.

2thetransmittedidentificationcode:-forL–bandEPIRBs,itwillbetheInmarsatSystemCode;and–for406MHzEPIRBs,thiswillbethebeacon15HexadecimalIdentification(15HexID)andotherencodedidentificationinformation(MMSI/callsign)asrequiredbytheAdministration.
Itshouldbeverifiedthatthelabelmatchestheinformationdecodedfromtheself-testmodetransmissionusingthetestreceiver.
FortheCOSPAS-SARSATlocationprotocolbeacons,the15HexIDshouldcorrespondtopositiondatasettodefaultvalues;.
