DisbursementMethods2.
1TheWorldBankestablishesdisbursementarrangementsforaprojectinconsultationwiththeborrower,takingintoconsideration,amongotherthings,anassessmentoftheborrower'sfinancialmanagementandprocurementarrangements,thecashflowneedsoftheproject,anditsdisbursementexperiencewiththeborrower.
ThosearrangementsarestatedintheFinancingAgreementsandadditionalinformationisprovidedintheDisbursementLetter.

2TheWorldBankdisbursesfundsfromtheFinancingAccountestablishedforeachloan,toorontheorderoftheborrower,usingoneormoreofthefollowingdisbursementmethods,asdeterminedbytheWorldBank.
2InthisdocumenttheWorldBankincludestheInternationalBankforReconstructionandDevelopment(IBRD)andtheInternationalDevelopmentAssociation(IDA),whetheractingonitsownaccountorinthecapacityasadministratoroftrustfundsfundedbydonors.
FinancingorBankloanincludesanyloan,credit,orgrantmadebytheWorldBankfromitsownresources,fromtrustfundsfundedbyotherdonorsandadministeredbytheWorldBank,orfromacombinationofthese.
BorrowermeansaborrowerorrecipientofaBankloanforaprojectandanyotherentityinvolvedintheimplementationoftheprojectfinancedbytheBankloan.
TheseguidelinesapplytoallBankloansforanInvestmentProjectFinancing.
TheydonotapplytoProgram-For-ResultsFinancingandDevelopmentPolicyFinancingorforgrantsmadebytheWorldBankfromtrustfundsfundedbyotherdonorsandadministeredbytheWorldBank,when,exceptionally,thetermsoftheagreementwiththedonorprovidefordifferentrequirements.

BydesignatingofficialstouseSIDCandbychoosingtosubmittheapplicationselectronically,theborrowerconfirmsitsagreementtoabidebythetermsandconditionsofuseofSIDC.

6LoanDisbursingPeriodTheWorldBankprocessesApplicationsonlyaftertheFinancingAgreementhasbeendeclaredeffectiveinaccordancewiththetermsoftheFinancingAgreement.
TheexpendituresforwhichtheApplicationsaremademustbe:(a)PaidforonorafterthedateoftheFinancingAgreement,oralternatively,inthecaseofprojectsthatpermitretroactivefinancing,onoraftertheearlierdatespecifiedintheFinancingAgreementforthatpurpose;and(b)IncurredonorbeforetheclosingdatespecifiedorreferredtointheFinancingAgreement(theClosingDate),exceptasotherwisespecificallyagreedwiththeWorldBank.

7TheloandisbursingperiodendsonthefinaldateestablishedbytheWorldBankforreceiptbytheWorldBankofapplicationsforwithdrawalandsupportingdocumentation(theDisbursementDeadlineDate).
TheDisbursementDeadlineDatemaybethesameastheClosingDate,oruptofourmonthsaftertheClosingDate.
TosupportorderlyprojectcompletionandclosureoftheFinancingAccount,theWorldBankdoesnotacceptapplicationsforwithdrawalorsupportingdocumentationreceivedaftertheDisbursementDeadlineDate.
TheborrowermustpromptlyinformtheWorldBankofanyexpectedimplementationdelaysorexceptionaladministrativeissuesbeforethosedates.
TheWorldBanknotifiestheborrowerofanyexceptionthattheWorldBankmaymaketotheDisbursementDeadlineDate.

8DisbursementConditions.
IftheFinancingAgreementcontainsadisbursementconditionforaspecificexpenditurecategory,theWorldBankwilldisbursefundsfromtheFinancingAccountforthatcategoryonlyafterthedisbursementconditionhasbeenfulfilledandtheWorldBankhasnotifiedtheborrowertothateffect.

SupportingDocumentationRequirements4.
1TheborrowerprovidessupportingdocumentationtotheWorldBanktoshowthatfundsfromtheFinancingAccounthavebeenorarebeingusedtofinanceeligibleexpenditures.

2Forspecialcommitments,thecommercialbankprovidesitsconfirmationdirectlytotheWorldBankthatconditionsforthereleaseofpaymentscommittedforwithdrawalhavebeenmet.

3TypesofSupportingDocumentation.
TheWorldBankrequireseithercopiesoftheoriginaldocumentsevidencingeligibleexpenditures(Records)orsummaryreportsofexpenditure(SummaryReports)insuchformandsubstanceastheWorldBankmayspecify.
Recordsincludesuchdocumentsasinvoicesandreceipts.
ASummaryReportmaybeeither(a)theinterimunauditedfinancialreportrequiredundertheFinancingAgreement(InterimFinancialReport)or(b)astatementofexpendituresummarizingeligibleexpenditurespaidduringastatedperiod(StatementofExpenditure).
Inallcases,theborrowerisresponsibleforretainingtheoriginaldocumentsevidencingeligibleexpendituresandmakingthemavailableforauditorinspection.

4TheWorldBankdeterminesthetypesofsupportingdocumentationthattheborrowermustprovide,takingintoconsiderationthedisbursementmethodused.
Thesupportingdocumentationmaybethefollowing:(a)ForapplicationsforReimbursement:(i)InterimFinancialReports,(ii)StatementsofExpenditure,or(iii)Records(b)ForreportingontheuseofAdvances:(i)InterimFinancialReports,(ii)StatementsofExpenditure,or(iii)Records(c)ForapplicationsforDirectPayments:(i)Recordssuchascopiesofsupplierinvoices;(ii)abankguaranteeforadvanceorretentionpayment(d)ForapplicationsforSpecialCommitment:CopyoftheLetterofCredit(withvalidexpirydate)thatthecommercialbank,knownastheopeningbank,hasissued.
Forpayment,aSWIFT(SocietyforWorldwideInterbankTelecommunication)messagemustbesentbythecommercialbank;and(e)AnyothersupportingdocumentationthattheWorldBankmayrequestbynoticetotheborrowerorasspecifiedintheDisbursementLetter.

5FailuretoProvideAuditedFinancialStatements.
Iftheborrowerfailstoprovideanyoftheauditedfinancialstatementsrequiredinaccordancewith,andwithintheperiodoftimespecifiedin,theFinancingAgreement,theWorldBankmay,yatitsdiscretion,decidenottoacceptapplicationsforwithdrawalsupportedbySummaryReports,evenifsuchreportsareaccompaniedbyRecords.

DesignatedAccounts5.
1TheborrowermayopenoneormoredesignatedaccountsintowhichtheWorldBankmay,attheborrower'srequest,depositamountswithdrawnfromtheFinancingAccountforthepurposeofpayingforeligibleexpendituresastheyareincurred.
BeforetheWorldBankauthorizesestablishmentofaDesignatedAccount,theborrowermusthaveadequateadministrativecapability,internalcontrols,andaccountingandauditingprocedurestoensureeffectiveuseoftheDesignatedAccount.

2TheWorldBankmaydecidenottopermittheuseofDesignatedAccountsinnewprojectsiftheborrowerhasfailedtorefundundocumentedadvancesintheDesignatedAccountofanyotherloanto,orguaranteedby,theborrowerwithintwomonthsaftertheDisbursementDeadlineDateforthatloan.

3TypeofDesignatedAccount.
ADesignatedAccountmaybeestablishedinoneoftwoways-asasegregatedaccountorpooledaccountasappropriatefortheprojectconcerned,andasdeterminedandnotifiedbytheWorldBank.
(a)SegregatedAccount:AnaccountoftheborrowerintowhichonlyproceedsoftheFinancingAccountmaybedeposited;(b)PooledAccount:AnaccountoftheborrowerintowhichthefundsfromtheFinancingAccountandfundsofotherfinancingfortheproject(suchasborrowerresourcesorfinancingbyotherdevelopmentpartners)maybedeposited.

4CurrencyoftheDesignatedAccount.
DesignatedAccountsmustbeinacurrencyacceptabletotheWorldBank.
Incountriesthathaveafreelyconvertiblecurrency,DesignatedAccountsmaybeheldinthecurrencyoftheborroweroranyfreelyconvertiblecurrency.
TheWorldBankmayalsoagreetolocalcurrencyDesignatedAccountswhen,amongotherthings,thecountry'scurrency(evenifnotfreelyconvertible)isstableandtheexpenditurestobefinancedareprimarilyinlocalcurrency.
Theborrowerbearsallrisksassociatedwithforeignexchangefluctuationsbetween(a)thecurrencyofdenominationoftheloanandthatoftheborrower'sDesignatedAccount,and(b)thecurrencyofdenominationoftheborrower'sDesignatedAccountandthecurrencyorcurrenciesofprojectexpenditures.

5FinancialInstitution.
DesignatedAccountsmustbeopenedandmaintainedinafinancialinstitution'selectedbytheborrowerandacceptabletotheWorldBank.
Afinancialinstitutionisacceptableifitmeetsallthefollowingrequirements:(a)Itisfinanciallysound;(b)Itisingoodstanding(c)ItisauthorizedtomaintaintheDesignatedAccountinthecurrencyagreedbetweentheWorldBankandtheborrower;(d)Itisauditedregularly,andreceivesatisfactoryauditreports;(e)Itcanexecutealargenumberoftransactionspromptly;(f)Itcansatisfactorilyperformawiderangeofbankingservices(g)ItcanprovideadetailedstatementoftheDesignatedAccount;(h)Itispartofasatisfactorycorrespondentbankingnetwork;(i)Itchargesreasonablefeesforitsservices.

6TheWorldBankreservestherightnottotransferfundstoafinancialinstitutionifthatinstitutionhasassertedorassertsaclaimtosetoff,seize,orattachtheproceedsofanyBankloanondepositinaDesignatedAccountmaintainedbytheinstitution.
8Afinancialinstitutionmaybethecountry'scentralbank,alocaldevelopmentbankoracommercialbank.
6.
TermsandConditionsApplicabletoAdvances6.
1Ceiling.
TheWorldBanknotifiestheborrowerofthemaximumamountoffundsfromtheFinancingAccountthatmaybeondepositinaDesignatedAccount(theCeiling).
TheWorldBank,atitsdiscretion,mayestablishtheCeilingaseither(a)afixedamount,or(b)anamountthatisadjustedfromtimetotimeduringprojectimplementationonthebasisofperiodicforecastsofprojectcashflowneeds.
6.
2ApplicationsforAdvances.
TheborrowermayapplyforanadvanceinanamountuptotheCeilinglesstheaggregateamountofthoseadvancespreviouslyreceivedbytheborrowerforwhichtheborrowerhasnotyetprovidedsupportingdocumentation.
Normally,tosupportorderlyclosureoftheFinancingAccount,theWorldBankdoesnotadvancefundsfromtheFinancingAccountintotheDesignatedAccountaftertheClosingDate.
6.
3FrequencyofReportingEligibleExpendituresPaidfromtheDesignatedAccount.
TheborrowerreportsontheuseoffundsfromtheFinancingAccountadvancedtotheDesignatedAccountatintervalsspecifiedbytheWorldBankbynoticetotheborrower.
TheborrowermustensurethatallamountsdepositedintotheDesignatedAccountareaccountedforandthattheiruseisreportedpriortotheDisbursementDeadlineDate.
Afterthatdate,theborrowermustrefundtotheWorldBankanyadvancesstillunaccountedfororremainingintheDesignatedAccount.
6.
4WithholdingAdvances.
TheWorldBankisnotrequiredtomakeanydepositintotheDesignatedAccountifanyofthefollowingconditionsapply:(a)TheWorldBankdeterminesthatpaymentofthedepositwouldresultinexceedingtheCeiling(seesubsection6.
2,ApplicationsforAdvances);(b)TheWorldBankisnotsatisfiedthattheborrower'splannedprojectexpendituresjustifythedeposit.
TheWorldBankmayadjusttheamountitdepositsorwithholdfurtherdepositsintotheDesignatedAccountuntilitissatisfiedthatthefinancialneedsoftheprojectwarrantfurtherdeposits;(c)TheborrowerfailstotaketheactionrequiredpursuanttothedeterminationsmadebytheWorldBankundersubsections7.
1and7.
2oftheseguidelines;(d)Theborrowerfailstoprovideanyoftheauditedfinancialstatementsrequiredinaccordancewith,andwithintheperiodoftimespecifiedin,theFinancingAgreement;(e)TheWorldBankdeterminesthatallfurtherwithdrawalsoffundsfromtheFinancingAccountshouldbemadebytheborrowerdirectlyfromtheFinancingAccount;or(f)TheWorldBankhasnotifiedtheborrowerofitsintentiontosuspendinwholeorinparttheborrower'srighttomakewithdrawalsfromtheFinancingAccount.

5ExcessAdvances.
IfatanytimetheWorldBankdeterminesthatanyamountdepositedintheDesignatedAccountwillnotberequiredtocoverfurtherpaymentsforeligibleexpenditures(theExcessAmount),itmay,atitsdiscretion,requiretheborrowertotakeoneofthefollowingtwodisbursement-relatedactions:(a)ProvideevidencesatisfactorytotheWorldBankwithinaperiodspecifiedbytheWorldBankthattheExcessAmountwillbeusedtopayforeligibleexpenditures.
Iftheevidenceisnotfurnishedwithinthetimeperiodspecified,theborrowermustpromptlyrefundtheExcessAmounttotheWorldBank;or(b)RefundtheExcessAmountpromptly.
TheborrowermustperformtheactionrequestedpromptlyafterreceivingnotificationfromtheWorldBankthatitmustdoso.
7.
InelizibleExpenditures7.
1IneligibleExpendituresGenerally.
IftheWorldBankdeterminesthatanyamountofthefundsfromtheFinancingAccountwasusedtopayforanexpenditurethatisnoteligiblepursuanttotheFinancingAgreement(anineligibleexpenditure),theWorldBankmay,atitsdiscretion,requiretheborrowertotakeoneofthefollowingtwodisbursement-relatedactions,withoutprejudicetotheBank'srighttoexerciseremediesundertheGeneralConditions9orStandardConditionsoandFinancingAgreement.
(a)RefundanequivalentamounttotheWorldBank(b)Exceptionally,providesubstitutedocumentationevidencingothereligibleexpenditures.
TheborrowermustperformtheactionrequestedpromptlyafterreceivingnotificationfromtheWorldBankthatitmustdoso.

2IneligibleExpendituresPaidfromtheDesignatedAccount.
IftheWorldBankdeterminesthatanypaymentoutoftheDesignatedAccountwasnotjustifiedbytheevidencefurnishedtotheWorldBankorwasmadeforanineligibleexpenditure,theWorldBankmay,atitsdiscretion,requiretheborrowertotakeoneofthefollowingactions.

TheWorldBankshalldeterminewhetherrefundsmadetotheWorldBankinaccordancewithsections6and7andsubsection8.

PhysicalTokenscontaindelicateandsophisticatedinstrumentationandthereforeshouldbehandledwithduecare,andshouldnotbeimmersedinliquids,exposedtoextremetemperatures,crushedorbent.
Also,PhysicalTokensshouldbekeptmorethanfive(5)cmfromdevicesthatgenerateelectromagneticradiation(EMR),suchasmobilephones,phone-enabledPDAs,smartphonesandothersimilardevices.
PhysicalTokensshouldbecarriedandstoredseparatefromanyEMRdevice.
