Tenderersareaskedtoobservethattheobjectoftheprocurementisrestrictedtocoverresearchanddevelopmentservices,andnotproductsorothersupplies,orcommercialdevelopmentactivities.
Forfurtherinformationaboutwhatisconsideredtobeexemptedservices,refertotheFrascatiManual,ProposedStandardPracticeforSurveysonresearchandExperimentalDevelopment(OECD,latestedition2002).
Allcost,personnelcost,materialcost,costoffacilities,overheadcost,travelcost,accommodationcostorcostofsubcontracting,needtobedirectlylinkedtotheprovisionofservicesandmustbeincludedinthetender.
TheRTDwillbeexecutedatmarketprice,thusprovidingbusinesswithatransparentcompetitiveandreliablesourceofearly-stagebudget,andtheopportunitytoestablishanearlycustomer,foranewsolution.
SincePCPfocusonspecificidentifiedneeds,thechanceofexploitationofdevelopedsolutionsincreases.
ThePrincipalwillonlyapproveprojectswhichhaveastheirmainobjectRTDservicesandatleast50%oftheR&DservicesneedstobeperformedwithintheEUMemberStates,oracountrythatisassociatedtotheSeventhFrameworkProgramme("FP7"),notproducts/supplies.
ThePrincipalwillexplicitlyassessthisrequirementandexcludeanypartythatdoesn'tcomply.
ThePCPmethodissuitedtotenderersofallsizes,includingsmallandmedium-sizedenterprises(SME),astheagreementsareofrelativelysmallvalueandoperateonshorttimescales.

2SubcontractorsThetenderershallinhistenderstatewhichpartsoftheV-ConPCP(Phases1to3),ifany,heintendstosubcontractothersuppliersorcontractorsfor.
AtendererthatwishestorelyontheresourcesofanysubcontractorforthefulfilmentoftherequirementsforparticipationintheV-ConPCP(and,where,applicable,anawardedcontract),should,upontherequestofthePrincipal,inasatisfactorymannerdemonstratethattheseresourceswillbeavailabletohim.
