TheGovernment'swhitepaperBuildingtrustinstatistics,highlightedtheneedforaprogrammeofqualityassurancethroughaseriesofreviews.
ThefollowingProjectInitiationDocument(PID)formsthebasisforthereviewofBalanceofPaymentsandTradeStatistics.

2OutputsBalanceofpaymentsandTradestatisticsarekeymacro-economicindicatorscoveringinformationcollectedandpublishedbyHMCustoms&Excise,andtheOfficeforNationalStatistics.
ThestatisticsmeasureeconomictransactionsbetweenUnitedKingdomresidentsandtherestoftheworld.
Asamemberoftheinternationalcommunity,theUKfollowsinternationalstandardsrelatingtobalanceofpaymentsandinternationalinvestmentposition(BoP&IIP)statisticsbasedontheconceptualframeworkoftheIMFBalanceofPaymentsManual-FifthEdition,andmerchandisetradestatisticsbasedontheUN'sInternationalMerchandiseTradeStatistics-ConceptsandDefinitions(IMTS).
Conformingtotheinternationalframeworksensures:thattheUK'sofficialBoP&IIPstatisticscomplywithobjective,coherentinternationalstandardsthatreflectcurrentglobalanalyticneeds.

Themaincomponentsthatmakeupbalanceofpaymentsandtrade,include:exportsandimportsofgoodsexportsandimportsofservicesincomeflowstransfersfinancialflowsAspartofthepresentationofbalanceofpayments,theinternationalinvestmentposition(IIP),acloselyrelatedsetofstatistics,measurestheUK'sstock(orlevel)offoreignfinancialassetsandliabilitiesataparticulardate.
Dataarealsoproducedonageographicalbasisrangingfromanannualbreakdownofthecurrentaccounttransactionswithsixty-fivecountries,toaquarterlybreakdownwithEuropeanUnionandNon-EuropeanUnioncountries,USA,JapanandCanada.
Thebop&tradereviewaimstocoverqualityissuesrelatingtotheoutputsdiscussedabove.
Someinformation,suchaspriceindicesandvolumemeasuresare,outofthescopeofthereviewduetothesizeoftheoutputandtheresourceavailabletocompletethereview.

Coherence-Sincebalanceofpaymentsandtradestatisticsoriginatefromvarioussources,weneedtoensurethatthestatisticsarebasedoncommondefinitions,classificationsandmethodologicalstandards.
Wherethisisnotpossible,weneedtoexplainclearlyanydifferencesincompilation.
Completeness-Statisticsshouldnotonlybeappropriatetousers'needs,butshouldtrytoservethoseneedsasfullyaspossiblegivenrestrictedresources.
5Itisimportanttopointoutthatthereisatradeoffbetweenqualityconsiderations.
Themostobviousexampleisthetradeoffbetweentimelinessandaccuracy.
Therefore,weareaimingtoachievethecorrectbalancebetweenthequalityitemsdiscussedabove.
Wewillalsoensurethatmethodologiesusedtoproducethestatisticsareinlinewithbestpractice.
