TheBoardagreedwiththefocusonlow-incomeandlower-middle-incomecountriesbutnotedtheneedforcontinuedengagementinmiddle-incomecountries(MICs)giventhepocketsofpoorpeopleintheruralareasofthesecountries,andthecapacityofMICstogenerateloanreflowstoIFAD.

Therewasaneedtoensureabalancebetweenloansandgrantsandsafeguardthelong-termsustainabilityofIFAD.
ThepushtowardsIFADbecomingafullyfledgeddevelopmentfinanceinstitutionwaswelcomed.
MembersreiteratedtheimportanceofensuringcoreresourcesforIFADthroughMemberStates'contributionsasthebedrockofIFAD'sfunding.

MembersalsourgedManagementtoensurethatIFADresultswerealignedwiththeSustainableDevelopmentGoals(SDGs)throughbettermonitoringofoperationsandenhancedefficiency.
TheywelcomedIFAD'sfocusonthefourmainstreamingthemes:nutrition,climatechange,genderandyouth.

Regardinghumanresourcescapacity,theBoardhighlightedtheneedforathoroughassessmentoftheskillsrequiredbyIFADandastrategytoattractandretaintherighttalent,nurtureinternaltalent,andimplementtargetedcareerdevelopment.

TheBoardsupportedeffortstoleveragefinancingincludingthroughborrowing,diversificationofdeliverymechanisms(suchasdecentralization)andenhancingtheIFADemployeevalueproposition.

MembersurgedManagementtoprovideampledatatoshowcaseIFAD'ssellingpointandcomparativeadvantage.
RaisingawarenessofIFAD'sprofilewasconsideredkeyinmakingthecaseforinvestmentinIFADwithcounterpartsincapitals.
Furthermore,itwouldhelptobetterunderstandIFAD'spositioninthebroaderfinancialarchitecture.
Onarelatednote,severalmembersunderlinedtheneedforgreatercoordinationaroundtheapproachtoachievingtheSDGs,inparticularSDG2.

Additionalinformationwouldberequiredontheverticalfundapproach,inparticulartheimplicationsforgovernanceandtheinclusivenessthatcharacterizedIFADasaspecializedagencyoftheUnitedNations–acharacteristicthatshouldbemaintained.

Managementwelcomedthefeedbackprovidedandnotedthatregardingthebalancebetweenloansandgrants,thefocuswouldbeonimplementingasustainablemodelfortheFund.
EffortswerealsobeingmadetostrengthenIFAD'spositionwithintheoverallglobalarchitectureforagriculturaldevelopment.

MembersnotedthattheIFAD11commitmenttolimitthenumberofMemberStatesreceivingresourcesthroughtheperformance-basedallocationsystem(PBAS)ineachcyclewasworkingwellgiventhehighpercentageofavailableresourcesbeingutilized.
MemberssupportedManagement'sproposaltoretaintheIFAD11allocationsaspresentedinDecember2018forthewholedurationofthecycle.
Inaddition,membersinvitedtheChairpersonofthePBASWorkingGroup(Nigeria)toinformtheBoardshouldthePBASformulabeaffectedinIFAD12bytheDebtSustainabilityFramework(DSF)reform.
TheChairpersonconfirmedthattheWorkingGroupwouldreporttotheBoardasneeded.

ICTcouldbeusedtoimprovetargetingcapacityandcarewouldbetakentoensurethatinterventionsdidnotwidenthedigitaldivide.

Regardingperformanceindicatorstomonitorprogressandsystematicallyreportontransformation,Managementnotedthatthealreadyelaboratedthematicindicatorswouldbeused.
Synergyamongtheindicatorswasnotanendinitself,sotherewouldbenospecificindicatorstotrackthis.
However,forIFAD11,impactwasbeingmeasuredongendermainstreamingandaseriesofstudiesongenderwouldbeshared.

Commentingontheprojectimplementationmanual,somemembersnotedtheneedto:includeagro-ecologicalapproachesasatooltoimplementthemainstreamingofenvironmentandclimatechangeandnutrition;explorelinkstoongoinginternationalinitiatives;andemphasizetransformationoffoodsystemsandfoodsafetyinthetext.

Respondingtohowtheframeworkwouldbeincorporatedintothenewcountrystrategicopportunitiesprogramme(COSOP)guidelines,andwhethertheseguidelineswouldhavetobeupdated,ManagementclarifiedthattheSECAPguidelineswerebeingrevisedandthatchangesintheCOSOPguidelineswouldbereflectedintherevisedSECAPguidelines.

Managementfurthernotedthatthecapacityofstafftoimplementtheframeworkandrelatedguidelineswasbeingenhanced,includingthroughtheOperationsAcademymodulesonthemainstreamingthemes.

WealsoreceivedwrittencommentsontheCOSOPsfromtheUSdelegation,andtheseweresharedwiththerelevantcountryteams.

IbelievethatmemberswhospokeweregenerallypositiveabouttheCOSOPs.
MemberswereappreciativeboththattheCOSOPsarefullyalignedwithnationalpoliciesandstrategies,andthattheprocessesfordesigningtheCOSOPshavebeenbasedonarealdialoguebetweenIFADandgovernments,andhavealsoengagedtheirotherdevelopmentpartners.
Havingsaidthat,throughthediscussionwerecognizedthatanumberoftheCOSOPs–Lesotho,CongoandGhanainparticular–thatcouldbefurtherimproved,andsowehavepreparedaddendatotheCOSOPstohighlighttherelevantissues.

BeforegoingintotheindividualCOSOPs,I'dliketosharesixissuesthatcameupinthediscussioninanumberofdifferentcontexts.
Firsttargeting,andwesharedourcommonconcerntoensurethatIFADresourcesarefocusedonthepoorestsectionsoftheruralpopulation;onruralwomenandyouth,aswellasonpeoplewithdisabilities.
Second,theissueofriskcameupindifferentcontexts:political,fragility-andclimate-related,andimplementation;andweexplainedsomeofthestepswearelookingtomitigateandmanagerisk.
Third,thelackofcountrypresencewasrecognizedtobeaconstraintinanumberofcountries,whereIFADisrepresentedatsubregionalhublevel.
Fourth,theimportanceofpartnershipswashighlighted,withgovernmentsofcourse,andalsowithotherdevelopmentagencies,theprivatesector,theotherRome-basedagenciesandthelargerUNCountryTeam.
Fifth,monitoringandevaluationwashighlightedasaprioritywheremorewasneeded,andtheimportanceofbuildingthecapacityofnationalinstitutionstoimprovetheirmonitoringsystemswashighlighted.
Andfinally,wespokeaboutIFAD'snon-lendingactivities:particularlypolicyengagement,AnnexIEB2019/12827includingincorporationoftherecommendationsoftheCommitteeonWorldFoodSecurity(CFS),andsouth-southandtriangularcooperation.
WerecognizedthatbothofthesearekeyissuesforCOSOPs.

Withoutgoingintodetails,letmebrieflysharesomeofthespecificpointsofdiscussionforeachCOSOP:7.
FortheLesothoCOSOP,membersappreciatedtheintegrationofenvironmentalandclimatechangeissues,thepromotionofamarket-orientedapproach,andthefocusonpartnerships.
ThecountryteamwasaskedtoexplainthetargetingstrategyrelativetothethreedifferentcategoriesofruralproducersinLesotho,andtomaintainafocusonthepooresthouseholds,whomakeupcloseto80percentoftheruralpopulation.
Furtherinformationonhowthemainstreamingagendawillbepromotedwasalsosought.
Changingbehaviourpatternsintheuseofnaturalresourceswasrecognizedtobecriticallyimportantforthesustainabilityofprojectinterventions,butalsosomethingrequiringlong-termsupport.
TheextenttowhichthereisapoliticalrisktoCOSOPimplementationwasalsoraised.
AnaddendumhasbeenpreparedtorespondtothesecommentsandtostrengthentheoverallCOSOP.

FortheCentralAfricanRepublicCOSOP,thefocusonsimplicityofprojectdesign,theattentiongiventovulnerablegroupsandtheemphasisonpartnershipswereallappreciated.
Muchofthediscussionfocusedonriskmanagement,andthestepsIFADistakinginthisregard,includingregularsupervision,dedicatedhumanresources,additionalsupportonfiduciaryissues,andmeasurestoenhancecitizenengagement–whilealsorecognizingthedifficultsecuritycontextinthecountry.
InformationwasalsoprovidedonthespecificsofIFAD'sagendaforsouth-southandtriangularcooperation,andonIFAD'sapproachfortargetingruralwomenandyouthinthecountry.

FortheLiberiaCOSOP,thepartnershipstrategyandtheintegrationofIFAD'sfourcross-cuttingthemeswerecommended.
Criticalissueshighlightedweretheimportanceoftakingsocialandenvironmentalconsiderationsintoaccountintheselectionofagriculturalvaluechains;theneedforstrongmonitoringandevaluation-andtostrengthennationalcapacityforM&E;transparencyandcompliancewiththeruleoflaw;andpolicydialogue–andherethevalueoftheCFS'srecommendationswasnoted.
QuarterlyresultsreviewstodiscussachievementsandissueswithGovernmentrepresentoneofthetoolsthatIFADisusingtoensureclosefollow-upofthecountryprogrammeandrespondtoanumberoftheseissues.

FortheGhanaCOSOP,theclosealignmentwithGovernmentprioritieswasrecognized.
Therewasparticularinterestinthenon-lendingactivitiesproposed,andassurancewasgiventhattheywouldbelinkedtoIFAD'sinvestmentprogramme.
