Tothesurpriseofmanypeople,on3MarchtheSupremeCourtannounceditsjudgmentinfavoroftheOmbudsman'sposition.
BasingitsreasoningonArticleTwooftheAmericanConventiononHumanRights,itsaidthattheMinistryoftheInteriormustnot"threatentheintegrity"ofthepolicearchives.
TheMinistryofCulture,whichisthehomeoftheArchivoGeneral,mustdevelopaplanwithinfourmonthstorestorethearchivesstafftonumberssufficienttocarryonthework,theCongressmustworkonarevisedarchiveslaw,andthegovernmentshouldobtainadvicefromnationalandinternationalarchivists.
