Abstract.
Regionaleconomicintegrationisthetrendofthedevelopmentofthemarketeconomy,asoneofthemostactiveeconomicregioninChinaevenallovertheworld,andBeijing-Tianjin-Hebeiregionhasgreatdevelopmentpotential.
Givingfullplaytotheindustrialadvantage,realizingthecoordinateddevelopmentofthreeindustries,andachievingtheBeijing-Tianjin-Hebeiindustrytogether,isofgreatsignificancetopromoteregionaleconomicdevelopmentoftheBeijing-Tianjin-Hebeiregion.
Andthebasicpowerofcoordinateddevelopmentliesintheinnovationdrive,collaborativeinnovationespeciallyindustrialcooperativeinnovationisthecoreoftheinnovationdrive.
Beijing-Tianjin-Hebeiareanalyzedinthispaper,thenecessityofthecoordinateddevelopmentofregionalindustry,expoundsthethreecoordinateddevelopmentrestrictionfactor,proposedtheBeijing-Tianjin-Hebeiregionalindustryinnovationanddevelopmentoftheimplementationofthepathtogether.

IntroductionBeijing-Tianjin-HebeiregionisthemostdevelopedeconomiczoneinthenorthofChinaandthelargestindustrialbase,theregionaleconomicdevelopmentinChinainthe21stcenturynewluminescentspot,thenationaleconomicdevelopmentofthenewleader,whichhasagoodgeographicalposition,goodeconomicfoundation,strongtechnologypoweraspectsofadvantages.
ButcomparedwiththepearlriverdeltaandYangtzeriverdelta,Beijing-Tianjin-Hebeiindustryefficiencygapisbig,fromhebei,andindustrialefficiencylevelofhebeiislow,althoughassociatedwithhistoricaladministrativedivisions,butthemainreasonliesintheBeijing-Tianjin-Hebeiindustryinnovationabilityisinsufficient,lackofconsensusofthepositioningsystemofthethreeregions,subjecttotheirrespectivemarketboundariesoftheBeijing-Tianjin-Hebeiregionandtheinterestsofthepublicserviceboundarycirculatingaccumulation.
InthedevelopmentofBeijing-Tianjin-Hebeiregioneconomy,therefore,givefullplaytotheindustrialadvantage,strengthencooperation,realizetheeffectivedockingandtransferofthreeindustries,whichhasimportantstrategicsignificancetopromotethecoordinateddevelopmentoftheirregionalindustry.
In2014,thecoordinateddevelopmentofBeijing-Tianjin-Hebeiisrisingasnationalstrategy,thecoordinateddevelopmentofBeijing-Tianjin-Hebeistrategicpreludetoofficiallyopened.
TopromotethecoordinateddevelopmentofindustryofBeijing-Tianjin-Hebei,itmustbeclearofBeijing-Tianjin-Hebeioverallorientation,functionorientationandindustrypositionandtheorientationofindustrialspatiallayoutandthemanagementpattern,establishmarketanddecidedbytheBeijingandTianjincoreindustrycharacteristicsofBeijing-Tianjin-Hebeiindustrycoordinateddevelopmentofthesinglemarket,buildtheinvestmentandfinancingplatformandthepublicserviceplatformoftheBeijing-Tianjin-Hebeiregion,promoteBeijing-Tianjin-Hebeiindustryinnovationcomprehensively.

ProblemsofBeijing-Tianjin-HebeiindustrycollaborationWhentalkingabouttheexistingproblemsinthedevelopmentofBeijing-Tianjin-Hebeisynergy,somethinkthatdevelopmentleveldisparityisgreat,somethinkitisfragmentedandsoon.
Fromtheperspectiveofthephenomenonofproblem,thedevelopmentgap,lesscontactbetweenbeforeandaftertheregionalindustryandtheindustrialstructureidentical,viciouscompetition,environmentalpollution,ecologicaldestructionandsooncanbeseenasindustrialsynergythatexistinthephenomenon,thispaperanalysisthecausesofthesephenomenaandmechanism,mainlyincludingthefollowings:(1)asinglevalueorientationofregionaldevelopmentcausedamagetotheinterestsofthewholearea.
Alotoflocalgovernmentworkbasicallyhastwo,oneisstability,thesecondistodeveloptheeconomy.
Toomuchemphasisoneconomicdevelopment,regionaldevelopmentproblems,themostprominentexampleistherelationshipbetweenecologyandeconomy.
Thecauseofregionalcoordinationproblemaboveisaplacewhereonlyeconomicdevelopmentconsiderations,nationalmainbodyfunctionregionalizationhasbeencompiled,buttheproblemisnotsolved,mechanismsystemevenecologicalheadwatercouldconsiderdeveloping"polluting"economy.
Toconsiderenvironment,excessproductioncapacityisinsufficient,itisalsoaregionalindustrydevelopmentcausedbythevalueorientationofthesingle.
(2)aninsufficientmarketdynamicscoordinateddevelopmentlackofself-organizingability.
Beijing-Tianjin-Hebeiregionrelativelyhighproportionofheavyindustry,afterthereformanddevelopment,industryeconomicdevelopmentarenotfromthemarketeconomystepbystep,sothemarketmechanismdevelopmenthasagreatgapcomparedwiththeYangtzeriverdeltaregion.
Again,becausesupplygroupislargeandenterprisescaleissmall,thegovernmentisdifficulttoinfluencethebusinessdecisions.
(3)theindustrytransferlackedtheabilitytoundertakeandmechanismguarantee.
Currentlyaffectedbygovernments,thecollaborativedevelopmentofthethreeregionsareconstrained,inotherwords,thedevelopmentofthreearelackofincrementalbenefitsharingmechanism,especiallyontheissueofstrategicemergingindustrydevelopment,thecompetitionisfierce,manynon-marketfactorshindertheindustrialspatiallayoutoptimization.

ThenecessityofindustrycollaborativeinnovationforBeijing-Tianjin-HebeiIndustrycoordinateddevelopmenttheoryisthatanysystemintheinteractionbetweensubsystemsdeterminestheoverallbehaviorofthesystem,thusformingasynergisticeffect.
Someformofstructurecombination,namelybetweensubsystemsthroughexertingthesubsystemsumcannotreachtheeffect.
Technologicalprogressbringshighlyfinedivisionoflabor,theindustryitselfisacomplexnetworkoflabordivision,industrysynergyistopromotetheindustrialdivisionoflabor.
Itisgenerallyconsideredthatindustrysynergyistopointtobyfactorssuchastechnology,economy,environment,society,resources,industryorindustrygroupcoordinationandcooperationbetweeneachothertoformanorderlystructure,theprocessofthelatter'sismorethanoneindustryanditsrelatedindustryinthedevelopmentprocessofmutualcooperation,mutualcoordinationanddivisionoflaborintheincreasinglycomplexnetworktosolvetheproblemwellcoordinateddevelopmentofindustry.
Andthecollaborativerelationshipsoftenthroughindustrialinput-outputrelationtomaintaintheproductorservice,isakindoflongitudinalassociationbetweenupstreamanddownstream.
AchievingindustrialcollaborativeinnovationisthebasicwaytorealizeBeijing-Tianjin-Hebeiindustrycollaboration,mainlyfromthefollowingthreeways:(1)Aroundtheworld,collaborativeinnovationhasbecomeaneworganizationmodetoimproveregionalcorecompetitiveness.
TheresearchreportofUSCouncilonCompetitivenessin2004intheUSAinnovationpointedoutthatwiththeprogressofscienceandtechnology,enhancedtechnicalcomplexity,thespeedingupofglobaleconomicintegration,thereareaseriesofnewchangesininnovation,oncetherelationsbetweeneachotherbeforethatareconsideredantagonistic,isnowincreasinglyevolvedintocomplementaryevensymbioticrelationship,thereforeanewrelationshipneedtobeestablishedbetween"enterprises,governments,educatorsandworkers,whichcanformainnovationecosysteminthe21stcentury".
(2)Lookatthedomestic,collaborativeinnovationhasbecomeanewinnovationmodeltotransformthepatternofeconomicdevelopment.
Afterdecadesofrapideconomicdevelopmentinourcountry,aseriesofstructuralproblemshighlightedincreasingly,unbalancedeconomicstructure,externalmarketspacecompression,decreaseenvironmentalcarryingcapacityofresources,population,landdisappearingdividendelementsuchas"modernity",theeconomiccrisiscontinuestospread,lowcarbonwarpressureandsoonisahugepressuretomakethesustainabledevelopmentofeconomyofourcountry.
Atthesametime,the"madeinChina"industrydevelopmentmode,makemanyindustryinChinaintheinternationaldivisionofproductionvaluechainlow-end,industryinternationalcompetitivenessisnotessential.
Transformationofthemodeofeconomicdevelopmentandimplementthedevelopmentstrategyofinnovation,isthekeytobuildaninnovativecountry.
Therefore,thereportsuggeststhattheparty's18plotswithaglobalperspectiveandpromoteinnovation,topaymoreattentiontothecollaborativeinnovation.
(3)FocusontheBeijing-Tianjin-Hebe,collaborativeinnovationistheinevitablechoicetocrackareadevelopmentbottleneckandbuildtheworld-classinnovationcenter.
Beijing-Tianjin-HeberegioninnovationresourcesinChina'smostdenselypopulated,oneofthemostabundantareaindustrialbase,isthethirdgrowthpole,drivingthedevelopmentofourcountry'seconomyisshoulderingtheworld-classtechnologyandindustryinnovationcenter,leadourcountrytoparticipateinanewroundofindustrialrevolutionandthegreathistoricalmissionofscienceandtechnologycompetition.
However,Beijing-Tianjin-Hebeiregion,asaregionaleconomicentity,comparedwiththerestoftheworldfamouseconomiczoneandtheYangtzeriverdeltaandpearlriverdeltaregion,thereisabiggapinindustrylevel,itsdevelopmentisalsofacingmanyproblems.

FourSuggestionstoBeijing-Tianjin-HebeiindustrycollaborationInordertorealizethecoordinateddevelopmentofBeijing-Tianjin-Hebeiindustrymuchbetter,thispaperarguesthatitshouldfocusonthefollowingsixaspects:First,weshouldcontrolandprotecttheenvironmentstrictly,increasetheadjustmentofindustrialstructure,improvetheecologicalcompensationmechanism.
Weshouldstrictlycontrolandprotecttheenvironmentinthefuture,suchassteel,cement,glassindustrydevelopmentshouldbepositivetransformation,toenergyconservationandenvironmentalprotection,toletgoofthegovernmenthand,letthemarkettoadjustproductioncapacity;themodificationofinefficientcoal-firedboilersshouldbe"unitenergyconsumption,waterconsumptionindex"to"totalenergyconsumption,waterconsumptionindex",shouldstepupriversandlakeswaterresourcescomprehensivemanagement,shouldestablishthelong-termecologicalcompensationmechanism,withinthescopeofBeijing-Tianjin-Hebeiguiderationalpopulationdistribution.
Second,weshouldestablishtheincrementalbenefitdistributionmechanism,arousetheenthusiasmofdevelopedregiontodrivethecoma.
Therearemanywaystoachieveincrementaldeploymentatpresent,oneisdominatedbythegovernmentoftheenclaveeconomypattern;secondiscondominiumwithplace,intheformofindustrialparkdevelopmentmoreeconomy.
Third,intensifyregionalindustrypilotdemonstration,theestablishmentofregionalinnovationsystemandindustrycollaborationsystem,acceleratetheemergingindustries.
Fourth,establishindustrialinnovationtoguidefundjointventure,setupindustrialinnovationtoguidefund,andsetupainnovationfundmanagementcommittee.
Innovationfundmainlyinhigh-endmanufacturing,newmaterials,newenergy,aerospace,anewgenerationofinformationtechnologyandotherstrategicemergingindustries,fundingincludingBeijing-Tianjin-Hebeithreeuniversities,researchinstitutions,scienceandtechnologyenterprises,etc.
,weneedtopromoteregionalindustryinnovationandpower.
Fifth,onthebasisofpreparationfortheindustry'soveralldevelopmentplan,prepareindustrialcollaborativeinnovationroadmapandactionplan.
Ledbythegovernment,thethreeministrydepartment,administrativedepartmentofscienceandtechnology,industrialpark,theorganizationdepartmenttogetherwiththerelevantindustryexperts,softscienceresearchinstitutionstoconstantlyapproached,deepeningresearchdiscussion,accordingtothethreeinnovationelementsdistribution,importantnodeexternalradiationcondition,differentindustriesandregionalinnovationdemandsituation,theinnovationsynergybetweenregionalindustrysituation,determinetheindustryintheearlyperiodofthecollaborativeinnovationactionplanandfollow-uppromotionproject.
Sixth,buildtheregionalindustrycollaborativeinnovationplatform.
Zhongguancuncollaborativeinnovationplatformforreferencemodel,bythegovernmentorganizations,enterprises,universities,researchinstitutions,finance,servicemediationandotherstructures,Beijing-Tianjin-Hebeiindustrycollaborativeinnovationplatform.
Platformisthetransformationofscientificandtechnologicalresearchanddevelopmentandindustryofone-stopserviceplatform,itsorganizationalstructurecanincludeinnovationpolicyfirsttryworkinggroup,theindustrialplanningandconstructionteam,thenewtechnologyandnewproductsofgovernmentprocurementandapplicationpromotionteam,majorscienceandtechnologyprojectsandmajorscientificandtechnologicalachievementindustrializationprojectapprovergroup.

ConclusionTheBeijing-Tianjin-Hebeiindustrycoordinateddevelopmentofregionaldevelopmentvalueorientationofthesingle,weakmarketdynamics,hebeicontinuesthepoortransferabilityoftrouble.
Manysecuritymeasuresinthefuture,shouldpayspecialattentiontothreeincrementbenefitsharingmechanismoftheBeijing-Tianjin-Hebeiregion,environmentalprotectionandgovernance,andemergingindustries,etc.
Theimplementationofplanninginthefuture,tothecoordinateddevelopmentlevelobjectivemeasurement.
Toenterprises,theuseofvirtualproductionmodel,suchasincreasingofBeijing-Tianjin-Hebeitripartitedivisionoflaborandcooperation,avoidviciouscompetition.
Toachieveindustry,scienceandtechnology,market,theinnovationofthepersonnel,financeandotheraspectsofmanagementmode,accordingtotheindustrialdevelopmentandchangesandspecificrequirementsofdifferentregionalinnovationpoliciestoguideandsupport.
Accordingtotheindustrialdevelopmentfoundationandfeaturesofthethreeregions,basedoninnovationecosystemformationprocessandthreeindustrydevelopmentneeds,andBeijing-Tianjin-Hebeiplacesshouldaccordingto"better,groups,groupchain,nettingsystem"collaborativeinnovationpath,finallyformedbytheresearch,development,applicationinnovationecologicalsystemconsistingofthreecommunities.
