)inadditiontoindustrialpartnersandfundingthroughinternationalcollaborations.
TheSchoolhasattractedsupportfromover70different,concurrentfundingsources.
Thedetailsarepresentedinthissection.
Thedifficultfundingenvironmenthas,morethanever,highlightedtheimportanceofstrongdomesticandinternationalcollaborativelinks.
Inthiscontext,animportantfunctionfortheSchoolisthesupportofmajornationalfacilitiesthatwouldnototherwisebeviableatregionaluniversities.
Thesecentres,suchastheH-1NationalPlasmaFusionResearchFacilityinthePlasmaPhysicsLaboratory,andtheHeavyIonAcceleratorFacilityintheDepartmentofNuclearPhysics,areafocusforstudentsandresearchersfromotherinstitutionstoparticipateinlargescalephysicsprograms,whilealsoenablingaccessforAustralianscientiststoequivalentmajorinternationalfacilities.
DomesticandinternationalcollaborationscontinuetobeamajoringredientinthesuccessofallofthemajorSchoolresearchprograms.
Thisyear,wehaveover232collaborativeprojectsthathaveeitherresultedinapublicationinthepastyear,orhaveattractedexternalfundingsupport,andreport28nationaland37internationalCollaborativeAgreements/MoUs.
Consistentwiththis,theSchoolhashostedinexcessof86visitorswhohaveeitherpresenteddepartmentalseminarsorwhohaveparticipatedinjointresearchprojects.
Resultsoftheseandotherprogramsare,inpart,disseminatedthroughorganizingconferences,colloquiaandseminars.
Collaborations,Schoolvisitors,conferencesandcolloquiaarelistedinthissection.
Collaborationswithindustryallowhigh-techspinofftechnologiestobedevelopedaswellasbringingadditionalmoneyforappliedresearchintotheSchool.

RedcentrehasbeensuccessfulininitiatingseveralnetworksinvolvingresearchfromtheSchoolandexternalcompanies.
TheSchooliskeentopromotelinksofthistypewithothereducationalinstitutionsandSmall-to-Medium-Enterprises(SMEs).
ThefollowingprojectsareexamplesoftheworkundertakenbytheCanberranodeoftheRedcentreduringthepast12months.
PlasmaAntennasInJanuary1999,thePlasmaResearchLaboratorywonacontractofferedfortenderbytheDSTOtoinvestigatethefeasibilityofplasmaantennasaslowradarcross-sectionradiatingelements.
ThefirststageofthiscontracthasbeensuccessfullycompletedandthreeseminarswerepresentedattheDSTOaspartofthecontract.
Asaresultofthiswork,aprovisionalpatentwasfiledinOctober.
TheplasmaantennadevelopedbyPRLincollaborationwiththeAustralianDefenceScienceandTechnologyOrganizationshowsgreatpromise,andisbeingdevelopedfurtherforpossiblecommercialisationincollaborationwiththePhotonicsRedcentre.
TheRedcentrehasarrangedcollaborationbetweentheANUresearchers,CEATechnologiesandCantecAustralasiainCanberra,andNeoliteNeoninSydney.
PanoramicVideoSystemTheAustralianNationalUniversityhasdevelopedanovel360panoramicvideosystemthatcanmonitoranentireroomusingasinglefixedcamera.
Videosurveillancesystemsthatusemultiplecamerastomonitoranentireroom(360degrees)cannowbereplacedbyonecamera.
Motiondetectingcanalsobebuiltintothesystemwherebyitispossibletospecifycertainareasoftheroomas'off-limits'therebylendingthesystemtounmannedsecurityoperations.
Thesystemcouldalsobereversedsoastoprojectanimagerecordedinthiswaybackonto360hemisphericalroomsoastoprovide'surroundvideo'.
Thesystemhasaverylargepotentialmarketbecauseitoffersacost-effectivealternativetocurrentsystems,andapplicationtonewandexcitingareas.
Thecurrentsystemconsistsofastandardvideocamera,aspeciallensattachmentthathasbeendesignedintheCentreforVisualSciencesattheAustralianNationalUniversity,anIBM-compatiblecomputer,aframegrabber,andtheassociatedsoftware.
Thesystemcouldbepackagedinanyformdependingupontheapplication.
AfullyfunctionalprototypehasbeenmanufacturedbythePhotonicsRedcentreforusebyANUTECHandtheresearchersinproductevaluationtrialsandmarketing.
RecentinterestbyalargemultinationalcompanyisbeinginvestigatedbyRedcentreinSydney.
HighTemperaturePyrometerRedcentreandThermalResearchAustraliaP/L,havecontinueddevelopmentofatechnologythatallowsthecontinuousmeasurementofhotmetaltemperatureincastironinductionfurnaces.
ThetechnologywasinitiallydevelopedinconjunctionwiththeAustralianPhotonicsCo-operativeResearchCentreProductIncubatorinSydney,andmorerecentlythePhotonicsRedcentre.
ThedevelopmenthasinvolvedseveralplanttrialsinfurnacesinVictoriaandSouthAustralia,andhasresultedinaprovisionalpatentapplication.
ThermalResearchAustraliainconjunctionwiththePhotonicsRedcentreisnowdevelopingthetechnologyintoastand-aloneinstrument,capableofbeingmanufacturedforsaleanddistributionthroughoutAustralia,SouthEastAsia,Europe,andthecontinentalUnitedStatesofAmerica.

ItisenvisagedthatRedcentrewouldbeinvolvedintheprojectmanagementoftheprojectandwouldinitiatethegrantapplicationprocess,aswellasnegotiatingarrangementswithindustrypartners.
InnovationsBuildingThePhotonicsRedcentreisactivelypursuingaproactiveroleinthemanagementofthenewANUInnovationsBuilding.
ThisisanexpansionoftheroleoftheRedcentrefromjustapassivetenantofthebuilding,tooneofactivelymanagingandpromotingthecapabilitiesassociatedwiththebuilding.
Thisincludesinthebroadersense,marketingofthecapabilitiesoftheAustralianNationalUniversityandtheAustralianCapitalRegion.
ManagementofthisbuildingwillbecriticaltotheANUifitwishestocapitaliseonthebuilding'spotentialcapabilities,andtoeducatethebroadercommunityandindustry.
ThisisanidealopportunitytofocusindustryontheresearchactivitieswithintheANUandtheAustralianCapitalRegion,includingasignificanteducationandtrainingroleofhighschoolstudentsandundergraduatestudents.
ThePhotonicsRedcentrewilloccupyanofficeintheInnovationsBuildingadjacenttotheRSPhysSElaboratoryonthegroundfloor.

Thespeedandscaleofthetechnologicaladvancesisamazing.
Thisyear,forexample,longhaulopticalfibretransmissionsystemsoperatingat3Tbits/shavebeendemonstrated–equivalenttothetransmissionofsome1000full-lengthmovieseachsecondacrosstrans-Atlanticdistances.
Currentlydataratesonopticalfibretransmissionsystemsareincreasingbyanorderofmagnitudeeveryfouryearsorso,andthepreviousviewthatthebandwidthoftheopticalfibresystemswasessentiallyunlimitedisbeingrapidlychallenged.

Whilstsomeviewresearchinthisrapidlyexpandingfieldasstraightforwarddevelopmentwork,thisisdemonstrablyfalse.
Ourresearchersfacehugechallengesinbothbasicandappliedscience,withthemajordifferencebeingthattheycannotaffordaleisurelyapproachtotheirendeavoursbecausethereisarealimperativetocommercialisenewideastohelpphotonictechnologymaintainitsgrowthpotential.
Furthermoretheinternationalshortageofskilledresearchersmakesitdifficulttoattractandretainkeystaff.
InthepastyeartheAPCRChasestablishedseveralnewcompanies.
RedfernFibres,establishedlastyear,isnowoperatinginprofitandexceedingitsbusinessplanby100%.
ThisyearRedfernBroadbandNetworks;RedfernIntegratedOptics;RedfernOpticalComponentsandRedfernInterlinkwereallestablishedtoleadthenextwaveofcommercialisationofAPCRCtechnologies.
InadditiontheAPCRCrecentlyfinalisedarrangementsforajointventureonopticalfibremanufactureinChinawiththeFastenGroup.
WhilstthesecompaniesarebeingcreatedbytheAPCRCitself,thebroaderindustrysectorinAustraliaisalsotryingtocatchthiswaveofexpansion.
AnanalysispresentedintheCRC'ssubmissionforrenewalanticipated18,000newjobsinphotonicswouldbecreatedoverthenextdecadeiftheAPCRCissuccessfulinitsmission.
TheprovisionofthesenumbersofworkerswithskillsrelevanttophotonicsrepresentsamajorchallengeResearchSchoolofPhysicalSciences&Engineering1999National&InternationalLinks(PhotonicsCRC)88forAustralianeducatorsandwiththisinmindtheAPCRChassubmittedamajorproposaltothefederalgovernment'sScienceLectureshipsInitiativetohelpboosteducationinphotonics.
ThemanagementstructureoftheAPCRChasbeenrevisedinphasetwowithAustralianPhotonicsPtyLtd(APPL)beingappointedasthemanagementandcommercialisationagentfortheCentre,withactivitiesintheCentrebeingoverseenbyanewBoardofGovernors.
InthisnewstructuretheDivisionDirectorpositionshavebeenabandoned,withgreatermanagementresponsibilitieshandedtotheProgramManagers.
