TheCRSsusedduringtestingwereinstalledinaforward-facingFMVSS-213standardseatassemblytestfixture.
However,CRSshavenotbeentestedinobliqueseats.
WithoutdynamictestingdataregardingtheefficacyofanFAA-approvedCRSinanobliqueseatassembly,theFAAisunabletodetermineifoccupantsofCRSsinobliqueseatsareequallyassafeasoccupantsofaCRSinaforwardfacingseat.
Inthefuture,basedonadditionaldynamictesingdata,theFAAmayrevisethecurrentrequirements.
Atthistime,however,theuseofaCRSinanobliqueseatisnotincompliancewithFAAregulations,whichrequireallFAA-approvedCRSsbeproperlysecuredtoanapprovedforward-facingseatorberth.
RecommendedAction:Directorsofsafety,directorsofoperations,directorsofinflighttraining,instructorsandcrewmembersoperatingunderparts121,125,135and91,asapplicable,shouldbeawareoftheregulatoryprohibitionregardingtheuseofCRSsinobliqueseats.
Inaddition,aircarriersshouldestablishprocedurestoensureCRSsarenotusedinobliqueseats.
