2TheUSmilitaryfacessignificantchallengestoitspowerprojectioncapabilities,particularlyintheWesternPacifictheaterofoperations(WPTO).
ThePeople'sRe-publicofChinahasinvestedsubstantialresourcesinthemoderniza-tionofitsmilitaryforcesandcontinuestoexpanditsantiaccess/area-denial(A2/AD)capabilities,largelydesignedtopreventopposingforcesfromgainingaccesstotheWPTO.
3Consequently,astheAirForceattemptstosolvetoday'sA2/ADproblems,itshouldfirstreducethevulnerabilitiesofforward-deployedforcestoA2threats,therebyal-lowingthemtoprojectforceintoacontestedtheater.
Therapidmove-mentandemploymentoffighteraircraftbymeansofmobileforwardarmingandrefuelingpoints(FARP)supportthispriority.
FighterFARP,aninnovativeconcept,combinessortie-generationca-pabilitiesandmobilitysupporttoenablemoreexpeditionaryanddis-persedoperations.
Itusesexistingairfieldsthroughoutanareaofre-sponsibilitytoincreasetherangeandtempooffighteroperations.
FighterFARPincludesrearming,refueling,andswappingpilotswith-outtheuseofairfieldinfrastructure—usuallyin90to120minutes.
Benefitsincludestrategicdeterrence,crisisstability,greaterrangeoffighteraircraft,andsustainedfighteroperationsinanA2/ADenviron-ment.
Currently,thisaffordable,feasibleconceptcanbeexecutedonasmallscale,buttheAirForceshoulddevelopitintoanoperationalca-pabilityforapplicationinavarietyofscenariosusingcurrentandfu-tureaircraft.
AlthoughothernationssuchasIranandNorthKoreahaveA2/ADcapabilities,thisarticlefocusesonissuesintheWPTO.
China'scapac-ityforA2hasincreasedtothepointthatitfundamentallyconfrontsoneofthebasicconceptsofUSpowerprojection—themassingofforcesatforwardbases.
Thus,thearticlefirstdescribesA2/ADintheWPTO,offersabriefhistoryofFARPintheUSmilitary,andexaminesthisconcept,includingitsthreecriticalelements,operationalandstra-tegicbenefits,andknownchallenges.

ThreatstoUSandalliedbasesincludeChineseballisticandcruisemissilesthatcanstrikebasesthroughouttheWPTO.
TheDepartmentofDefenseestimatesthatChinacouldtargetapproximately1,100ofitsshort-rangeballisticmissiles(SRBM)and500ground-launchedcruisemissiles(GLCM)againstbaseswithinthefirstislandchain,whichen-compassestheEastandSouthChinaSeas.
Additionally,morethan500medium-rangeballisticmissiles(MRBM)andair-launchedcruisemis-siles(ALCM)canreachbasesasfarawayasGuamandthesecondis-landchain(figs.

SaltyDemoshowedtheeffectofsustainedattacksagainstamodernairbaseandhelpedguideAirForceinvestmentsinEuropethroughtheendoftheColdWar.

Nevertheless,FARPremainsareliablemethodofenhanc-ingflexibilityandcombateffectiveness.

SomeAirForceC-17crewsreceivetrainingtoconducttheseoperationswithaircraftfromAirForceSpe-cialOperationsCommand.
RescueunitsintheAlaskaAirNationalGuardemployHC-130stoextendtherangeoftheirHH-60PaveHawkhelicoptersbymeansofFARP.
Numerousmilitaryoperationssincethe1960s,includingthoseinVietnam,Panama,Iraq,andAfghanistan,haveusedFARP.
14RecentadvancesinChineseA2haveelevatedthethreattoUSoperatingbases,leadingtodevelopmentofanewapplica-tionofFARP.
RapidFighterMovements:ANewConceptforDispersedOperationsNo"silverbullet"willsolvetheA2/ADdilemma.
Aneffectivestrat-egywilllikelyincludestandoffweapons,disablingtechnologies,andoperationalresilience.
Typicalelementsofthelatterincludeimprovedindicatorsandwarning,ballisticmissiledefense,cruisemissilede-fense,redundancy,selectivehardening,rapidinfrastructurerepair,anddistributedbasing.
15Thistypeofbasingentailsdeployingaircraftsquadronstolargernumbersofbaseswithsufficientrampspace,weapons-storageareas,andinfrastructureforhigh-volumefueldeliv-ery.
ThefighterFARPconceptaddstooperationalresiliencebytakingdistributedbasingtoanentirelynewlevel.
ThisconceptcombinescurrentAirForcecapabilitiesinnewways,resultinginsignificantstrategic,operational,andtacticaladvantages.
Itpairsafour-shipoffighterswithatransportaircraft,makinguseofFARPtorearm,refuel,andswappilotsquicklyatover250possiblelo-cationsthroughouttheWPTO.
Thetransportaircraftcontainsapriori-tizedpartskit,munitionsforrearming,aforwardareamanifold(FAM)carttoregulatefuelpressurefromitsinternaltankstothefighters,ad-ditionalpilotstorotateintothefightercockpits,andtrainedpersonneltoconductfuel,weapons,andmaintenancefunctions.
Thefactthattheweapons,fuel,equipment,andpersonnelnecessarytoconductSeptember–October2014Air&SpacePowerJournal|12FARPareallcontainedinthetransportaircraftprecludestheneedforfuelandlogisticssupportatFARPlocations.
Successfulimplementa-tionofthefighterFARPconceptdependsuponthreekeyelements:(1)generationoffighterandtransportaircraftfrombasesoutsidetheA2environmentandprojectionofthatpoweroverlongdistancesinaco-ordinatedfashion;(2)theavailabilityofacceptablerunwaysthrough-outthejointoperationsarea(JOA)whereFARPoperationscanoccurwithreducedriskofenemyattack;and(3)successfulregenerationofcombatsortiesusingFARPinatime-constrainedenvironmentwithoutdependingonfuelorlogisticssupportfromthedispersedairfield.
GenerationandPowerProjectionofFARPForcesFighterFARPreliesoneffectivecombatgenerationofpairedfighterandtransportaircraftthatcanprojectcombatpoweroverlongdis-tancesintoanA2environment,acapabilitydemonstratedandexer-cisedatJointBaseElmendorf–Richardson(JBER),Alaska.
16Since2009thatbase'sF-22andC-17units(fig.
3)haveexercisedlong-rangestrikeandescort(LRS/E)trainingmissionsinwhichtheyrapidlydeployaformationofF-22sandoneC-17onaneight-hour-plusmission,receivemissionupdatesairborne,generate(orreceive)target-qualitycoordi-nates,defeatair-to-airadversaries,deliverair-to-groundordnanceinadensesurface-to-air-missileenvironment,andlandataforwardloca-tion.

ThisisparticularlytrueforChina,whosemili-taryplanningischaracterizedbyascientificapproachtowarfare.
TheUnitedStatesshouldpubliclyannounceandexerciseitsabilitytocon-ductfighterFARP.
IfChinesemilitaryleaderslackconfidencethattheirantiaircampaignwillachieveitsdesiredaims,thenAmericacanlikelydeterthem.
TheconceptalsoimposessignificantcostsonChina(oranyadver-sary)ifitattemptstodenyFARPlocationsbyincreasingitsnumberofmissilesorISRcapabilities.
GiventhemanypossiblesitesintheWPTOandthelikelihoodthatChinawouldhavetotargetanairfieldwithmultiplemissiles,thePLAwouldneedtoaugmentitsstockpileofweaponssubstantially.
Additionalspace-basedorairborneISRplat-formsarealsoveryexpensive.
ComparedtothelowcostofexecutingfighterFARP,China'soutlayfordenyingsuchacapabilitywouldbeex-tremelyhigh.
Furthermore,theUnitedStateswouldenjoythebenefitofconduct-ingconventional"strategicstrike"missionswithfifth-generationfight-ers.
ByutilizingFARP,F-22scanlaunchfromtheirhomebase,flymorethan4,500miles(withARtankersupport)duringoneflightdutype-riod,swappilots,continuetothedesiredlocation,andoperateinanadvancedthreatenvironmentwhiledeliveringtheirmunitions.
Afterstrikingmultipletargets,theaircraftcanreturntotheirhomebaseorothersuitableairfields.
TheemploymentofF-22soverlongdistancesSeptember–October2014Air&SpacePowerJournal|19alsoallowsthemtoescortotherstrategicplatformsand/orstrikehigh-valuetargetsontheirown,producingstrategiceffects.
Moreover,fighterFARPoffersresponsive,flexible,andscalableop-tionsforstabilizingacrisisandthusexertsasignificantstrategicim-pact.
Aplausiblefuturecrisismightinvolveaterritorialdisputebe-tweenChinaandJapanorrenewedaggressionbyNorthKorea.
Insuchsituations,apackageofstealthfightersandspecificallypairedtransportaircraftcanbegeneratedanddeployedonalong-rangemis-siontodemonstrateAmericanresolveandreassureUSalliesinthere-gion.
Inlessthan24hours,afour-shipofstealthfighterscanflythou-sandsofmilesusingFARPtoextendtheirrange,deliverprecision-guidedmunitions(ifneeded),andlandataforwardbaseasastabilizingpresence.
Theaircraftcancontinuelocaloperationsormovetoanotherbaseintheregion,usingFARPasnecessary.
Ifthesit-uationdemandsmoreforces,thentheAirForcecangenerateaddi-tionalpackagesandquicklydeploythemtothetheater.
Uponresolu-tionofthecrisis,itcanredeploythemwithinhours.
Flexibleandrapidpowerprojection(especiallyinanA2environment)givesUSleadersmoreoptionsforeffectivecrisisstabilityandhelpsadvanceAmerica'sinterestsabroad.
SortieGenerationTheconceptoffersthesignificantoperationalbenefitofsustainingfifth-generationairpoweroperationswhenMOBsbecomeunusable.
TheestimatednumberofsortiesthatasquadroncangenerateeachdayusingFARPisanimportantplanningfactorandhelpsinevalua-tionsoftheutilityoftheconcept.
EvenunderthebestFARPcondi-tionsandhighavailabilityofplatforms,thesortiegenerationratewillbelowerthanthatofforwardbasesbecauseofefficienciesgainedthroughconsolidatedmaintenanceandsupplyresources.
Theopera-tionalvalueoffighterFARP,though,isnotitsefficiencybutitslackofvulnerabilitytoA2measures.
FighterFARPismorethanagoodidea—itisanecessity.

Inthissituation,afour-shipcouldreasonablyflythreeorfourmissions(12or16sorties)in24hours.
Inlightoftheassumptionsabove,oneF-22squadroncangenerateatleast480sortiesoveracontinuous30-dayflyingperiod(twofour-ships,eachflyingtwomissionsperday).
WhenMOBsareunusable,480sortiespermonthflownbyeightfifth-generation,con-tinuouslypresentfightersrepresentasubstantialamountofcombatpower.
FighterFARPoperationsmayprovenecessaryonlyduringtheopen-ingweeksormonthsofamajorcombatoperation.
InahypotheticalWPTOscenario,thisconceptwouldlikelybecombinedwithotherdis-tributedbasingandresiliencyefforts.
Asthemilitaryoperationun-folds,theballisticandcruisemissilethreattoMOBsislikelytoattenu-ate,anddamagetothosebaseswillberepaired.
ThelesserthreatwillallowfighterandmaintenanceunitstomoveforwardtoMOBswheretheycantakeadvantageofconsolidatedresources.
Althoughitisdiffi-culttopredictthetimerequiredtoreducesuchathreat,onecanrea-September–October2014Air&SpacePowerJournal|21sonablyassumethatasquadrontaskingtoconductFARPoperationswouldlastonetotwomonths.
OtherOperationalandTacticalBenefitsTheaffordabilityofthefighterFARPconceptcomparedtothatofotheroperationalresiliencyeffortsisanimportantbenefitthathasopera-tionalimplications.
Ontheonehand,typicalbase-dispersaleffortsre-quirecostlyinfrastructureinvestmentsatmultiplebasesthroughouttheregion.
Theseconstructionprojectsarenotonlyexpensivebutlengthy.
Ontheotherhand,expensesassociatedwithFARPoperationsarerelativelysmallsinceinvestmentsarelimitedtothepurchaseofadditionalFAMcarts,fuelhoses,modifiedin-transitcrew-restbunks,andadditionaltrainingtocertifyFARPpersonnel.
Althoughotherdis-persalandresiliencyeffortsshouldcontinue,fighterFARP—afeasible,provenconcept—offersaffordabledispersionthatcanbeimplementedimmediately.
Moreover,fighterFARPistransferrable.
ThisarticleconcentratesontheWPTO,butfighterFARPisapplicabletoanytheaterwithaccept-ablelandingsurfaces.
Alaska'sgeographicpositionpermitsLRS/EandFARPmissionsovertheNorthPoletoreachotherareasofresponsibil-ityquickly.
Newfifth-andsixth-generationaircraftshouldbedesignedwiththeflexibilitytooperatefromdispersedlocationsusingaFARPconcept.
FuturetechnologiesandcapabilitieswillamplifytheutilityofFARPbyaddingimprovedsensors,weapons,andintegratednetworksintojointoperatingconceptsthatexploitmultipledomains(air,space,cyber,surface,andsubsurface).
KnownChallengesTherapidgenerationandmovementoffighterairpowerwillchallengemanyoftheAirForce'sestablishedwaysof"doingbusiness.

Forthemostpart,thesolutionsareaffordableandfeasible;more-over,theycanbeimplementedimmediatelywithacceptablelevelsofrisk.
Thelistofchallengesandsolutionsintable2isnotexhaustive,andfurtheranalysisoftheseandothersshouldcontinue.
Intheend,thesignificanceofthestrategicandoperationalbenefitsgreatlyout-weighsthehindrances.

TheFighterFARPconceptaddressesthisissuebyprovidingflexibleanddispersedsortiegenerationthatdoesnotdependupontheuseofMOBs.
Rarelydoesasingleconceptaddressstrategic,operational,andtacti-caloperationssimultaneously.
ThegenerationoffighterFARPsortiesprovidesincreaseddeterrence,rapidstabilizationofacrisis,long-rangepowerprojectionintocontestedenvironmentstoconductcounterairorstrikemissions,andtheproductionofstrategiceffectsviasurpriseraidsorextendedcombatoperations.
Bythesemeans,theUnitedStatescanimposecostsontheadversary,offeroptionstonationalleadersfortheeffectiveprojectionofairpowerinasupposedlydeniedenvironment,anddosoquicklyatrelativelylowexpenseandwithex-istingforces.
Thiscollectionofstrategic,operational,andtacticalad-vantagesmakestheassociatedriskacceptable.
Demonstrationandex-erciseofthiscapability,regardlessofwhetherornotAmericaactuallyusesit,greatlycomplicatetheadversary'splanningprocessandcost.
Underthesecircumstances,theAirForcecannotignoretheconceptoffighterFARPintheWPTOandshouldinvestinitnow.
