1Scope:ItisthepurposeofthisoutlinespecificationtosetforththeminimumgeneralrequirementsforthecompletedfacilityaswellastoclarifypointsofparticularinteresttotheLessee.
Actualdesign,construction,andperformanceoftheLeasedpremises,buildingsystems,siteandgroundutilization,etc.
aretheresponsibilityoftheLessor.
TheLessorshallobtaintheservicesofanindependentarchitect/engineerlicensedtopracticeinMichigantoprovidetheconstructiondrawingsandspecificationspursuanttotheLessee'srequirements.
Thearchitect/engineershallberesponsibleforpresidingoverandgeneratingperiodicprogressmeetings,minutesofmeetings,andperiodicon-siteconstructioninspectionstoverifytheprovisionsofthedrawingsandspecifications.

2TheLessorshallsubmittotheDepartmentofManagementandBudget,OfficeofFacilities,RealEstateDivision(DMB),andtheLessee3setsofcompleteconstructiondrawingsandspecificationsbearingthesealofalicensedarchitectorengineerintheStateofMichigan,forreviewandapproval.
WhiletheapproveddrawingsandspecificationswillbecomeapartoftheLease,intheeventthereisadiscrepancybetweentheseoutlinespecificationsandtheLease,andtheapprovedconstructiondrawings,theoutlinespecificationsandthewrittenLeasedocumentshallprevail.
TheconstructiondocumentsshallbeapprovedbytheLesseebeforeremodelingornewconstructionisstarted.
ApprovalofthesedocumentsdoesnotwaivetheLessor'sresponsibilitytocomplywiththeprovisionsoftheLeaseandoutlinespecifications.
1Constructiondrawingsshallincludeacompletesetofmechanical,electrical,architectural,andsiteplansindicatingboundaryand/ortopographicsurveys,demolition,erosionplan,grading,lighting,utilities,buildinglocation,sidewalks,parkinglot,drives,curbs,fences,signs,landscaping,andothersiteconsiderations.
ConstructionspecificationsshallfollowtheAIA/CSIformatandshallprovidedetailsanddatanotprovidedintheoutlinespecifications.
AlldesignconsiderationsshallbebasedontheLessor'sknowledgeoftheintendeduseoftheLeasedpremises.
ThedesignandconstructionshallsatisfyminimumLEED2.
1certificationrequirements.
TheprojectshallbeLEEDregisteredpriortoconstructionandcertifiedwithin2yearsofconstruction.
TheLessee'sdesignorconstructionoversightstaffshallincludeatleastoneLEEDaccreditedprofessionalwithin6monthsofthecontractdate.
TheLessee'sprocessofplansandspecificationsreviewandsubsequentapprovaldoesnotrelievetheLessorfromanyresponsibilitytoprovideanendproductthatissafe,comfortableandfunctionallysatisfactorytoserveasanofficefacilityfortheLessee.

TheLeasedpremisesshallbedesignedinsuchamannerastoinsureaneconomicalandefficientuseofspace,adequatenaturallight,ventilation,circulationpatternsandcodecompliance.
TheLeasedpremisessquarefootageshallbealladjacenton1level,withnoothertenantsinterspersedorseparatingtheLessee'sspace.
Theinteriordesignphilosophyanticipates:A)alloftheapprox.

TheLessorshallreportthequantityofwastesgeneratedwithtabulationonthequantitieslandfilled,recycledand/orreusedattheendoftheproject.

8ConstructionDeliveries:Developandimplementadeliveryandhaul-outplantobeusedafterstructuralsteeliserectedandduringtheconstructionprocess,thatrequiresatleast50%ofallvehiclesdeliveringconstructionproductsandmaterialsbeusedonthesametriptohaul-outconstructionwaste.

9TheLessorshallprovideaLeasedpremisesprojectdirectorylistingthefollowingasapplicabletotheLeasedpremises,addotherpertinentinformationifnecessary.
Listbyfirmname,personincharge,addressandtelephonenumber:projectname,owner(ifdifferentfromLessor),architect/engineer,andLEEDaccreditedprofessionals,etc.

10PriortostartofconstructiontheLesseeshallbefurnishedfreeofcharge,3copiesofthefinalapprovedconstructiondrawingsandspecifications.
TheLesseemaysecureadditionalcopiesoffinalapprovedconstructiondrawingsandspecificationsfromtheLessorattheusualchargeforreproductionandhandling.

11Constructionshallbedoneinstrictaccordancewithapprovedplansandspecifications.
TheLesseereservestherighttomakeperiodicinspectionsoftheconstructiontoascertainwhetherconstructionandworkmanshipareasrepresentedbyapproveddrawings,andthattheLeasedpremisesisalsorepresentativeofpracticesofconstructionthatarereasonableandcustomaryintheindustry.
5Allexistingbuildingsshallbestructurallysound(certifiedbylicensedstructuralengineer,ifrequiredbytheLessee),andmeetallminimumdesignstandardsofthisoutlinespecification.
Buildintothefloorplanlayoutallpipechasesandductchasesrequiredtomeetthemechanicaldesigncriteria,includingverticalductchaseswherelowceilingheightsinexistingbuildingsdonotallowventilationductsabovetheceiling.
Tofacilitateinspectionsofcriticalitems,acertainreasonablenumberofSTOPPOINTSwillbeidentifiedasrequiredatapre-constructionmeeting,tobechairedbyanauthorizedrepresentativeoftheLessee.
Constructionoftheitem(s)tobeinspectedwillnotproceeduntiltheLesseehasinspectedandapprovedtheworktothatpoint.
TheLesseemustbegivenatleast2-dayadvanceworkdaysnoticeofwhenSTOPPOINTSwilloccurandinspectionwillbemadewithin2businessdaysafterSTOPPOINTSarereached,otherwise,constructioncanproceedasplanned.
Thepre-constructionmeetingwillbecalledbytheDMBandmoderatedbyanauthorizedrepresentativeoftheOfficeofFacilities.
PeriodicsiteinspectionswillbemadebytheLesseeorbyalicensedarchitect/engineerhiredbytheLesseeforthispurpose.
ThisdoesnotrelievetheLessorfromprovidingarchitect/engineerinspectionsduringtheconstructionphase.
Ifanymaterialsorworkmanshipprovidedareotherthanasindicatedondrawings,orspecified,theLesseemaydirectthattheportionoftheworkthatisnotsatisfactoryberemovedandreplacedorotherwisecorrected,atnoadditionalcosttotheLessee.
Anyreferencetoaspecificbrandand/ormodelisintendedtoestablishquality,operatingcharacteristics,size,ortype.
Productsofequalorbetterquality,operatingcharacteristics,ortypeareacceptable.
However,theentireburdenofestablishingequalityofalternatebrands,types,sizes,etc.
,shallrestwiththeLessorandtheLessorshallprovideproofof"equalorbetter"uponrequestbytheLessee.

12Within10daysafterthepre-constructionmeeting,theLessorshallsubmittotheLesseeaconstructionprogressschedulebarchart,alistofallsubcontractors,andshopdrawingsandcataloguesspecifiedbelow.
Theconstructionprogressscheduleshallincludethefollowing:A)TheanticipateddateofcommencementandcompletionofthevariousoperationstobeperformedundertheLease,includingsubmissionofsamplesandotherinformationrequiringpriorapprovaloftheLessee,whichdirectlycontrolsthekeyoperations.
B)Theestimatedtimerequiredforfabricationordelivery,orboth,ofcontrollingmaterialsandequipmentrequiredforthework.
TheconstructionprogressscheduleshallbepredicateduponthecompletionofalltheworkonorbeforethedatespecifiedintheLease.
AfterbeingacceptedbytheLesseeassatisfactory,theconstructionprogressscheduleshallbestrictlyadheredtobytheLessor,subjecttoapprovedchangeorder(s)totheLease.

13Regularlyscheduledremodelingorconstructionprogressmeetingsshallbeheldatthejob-siteoramutuallyagreeduponlocationbetweentheLessorandtheLessee.
TheLessorshallincludegeneralcontractorsandsub-contractorsasnecessary.
Afirstmeetingshallbeheldpriortocommencementofactualremodelingorconstruction(pre-constructionmeetingreferencedabove)andheldmonthlythereafteruntiltheLeasedpremisesarecompleted.
ThemeetingschedulemaybealteredwhenmutuallyagreeablebetweentheLessorandtheLessee.
TheArchitect/EngineerretainedbytheLessorshallrecordminutesofmeetingsandcoordinatedistributionofsubmittal,etc.

14Priortocommencementofconstruction,theLessorshallsubmit2copiesofallshopdrawingsandmanufacturers'catalogueinformationforallconstructionitemsproposedtotheLessee.
Thesedrawingsshallincludecompleteschedulesforfinishes,doors,floors,ceilings,hardware,plumbingfixturesand6accessories,HVACequipmentandaccessories,etc.
Shopdrawingsandmanufacturer'scatalogueinformationshallbecheckedandapprovedbytheLessor'sArchitect/Engineer.
Bi-weeklywrittenconstructionprogressreportsandsiteinspectionapprovalsshallbepreparedbytheLessor'sArchitect/EngineerandcopiessubmittedtotheLessee.
Constructiontestssuchassoilborings,concretemixdesigns,andotherpertinentfieldverificationsshallbesubmittedtotheLesseepriortoconstruction.
Uponsubstantialcompletionofconstructionandwithin30daysoffinalacceptance,theLessorshallsubmittotheLesseethefollowing:A)1copyofthecompletefinalapprovedconstructionplans(architectural,structural,mechanical,civil,electrical,etc.
)onCD-ROM(s)compatiblewithAutoDesk'sAutoCADforWindowsXPsoftware.

15AnychangesinconstructionrequirementsthatoccurafterthefinalapprovalofdesignandconstructiondocumentsshallbeinitiatedbyafieldbulletinfromtheLessor'sArchitect/Engineerrequestingpricesforchangesproposed.
EithertheLessorortheLesseemaymakerequestsforchangesconsistentwithArticleIIIoftheLease.
Requestsforafieldbulletinchangeshallbecompletewithdrawingsand/orothersupportingdocumentation.
TheLessorshallsubmitadetailedbreakdownofcoststoLesseethroughDMB,afterreviewandapprovalbytheLessor'sArchitect/Engineer.
DMB'sOfficeofFacilitieswillreviewandrecommendtheadequacyofpricingonlytoDMB.
TheLesseewilladviseDMBinwriting:A)ifitwantsthechangesmade,andB)thatithasthefundstopayfortheproposedchanges.
Allchangesaretobeincludedintheas-builtdrawingsregardlessofwhethertherequestisinitiatedbytheLessororbytheLesseeandregardlessofwhetheracostisassociatedwiththechange.
