3AchannelchangeapplicationfiledbyaClassATVlicensee,whichisnecessitatedbychanneldisplacement,isalsoconsideredamajorchangeapplication.

GeographicRestrictions:Thisauctionfilingwindowissubjecttogeographicrestrictionsonthefilingofapplicationsfornewstationconstructionpermitsandformajorchangesinexistingfacilities.
TheCommissionwillpermitapplicationsthatspecifytransmittingantennasitecoordinates(geographiclatitudeandlongitude)locatedmorethan121kilometers(75miles)fromthereferencecoordinatesofthecitieslistedinAttachmentAtothisPublicNotice.
TheserestrictionsarenecessitatedbytheCommission'simplementationofthedigitaltelevision(DTV)serviceandbythelargenumberofLPTVstationsalreadyauthorizedinandaroundthesecities.
Bythiswindow,theCommissionseekstoprovideadditionalopportunitiesforlowpowerTVandTVtranslatorserviceinthoseruralareasofthecountrywherethereisrelativelylessfreeover-the-airtelevisionservice.
However,geographicrestrictionsarenecessarytominimizetheextenttowhichLPTVorTVtranslatorserviceisdisruptedbyexistingorfutureDTVstationoperations.
5Notwithstandingtheabove,theCommissionwillconsiderrequestsforwaiverofthegeographicrestrictionsbasedonterrainshielding.
Suchwaiverswillbegrantedwhereapplicantsdemonstratethattheirproposedfacilitiesarecompletelyshieldedbyterrainbarriers3TheClassATVReportandOrderprovidesamoreinclusivedefinitionofminorfacilitieschangesforClassATV,lowpowerTVandTVtranslatorstations;forexample,increasesinstationpowerwillbeconsideredminorchanges.
However,themoreinclusiveminorchangeprovisionwillnottakeeffectuntilOctober1,2000.

5LowpowerTVandTVtranslatorstationsand,toalesserextent,ClassATVstationshaveasecondarystatuswithregardtotheintroductionofDTVservice.
SinceJune1,1998,theCommissionhasreceivedmorethan1800"displacementrelief"applicationsseekingreplacementchannelsand/orotherfacilitieschangestoavoidDTVconflictsortovacatetheuseofchannels60-69,whichhavebeenreallocatedforotherusesandmustbesurrenderedbytheendoftheDTVtransitionperiod.
Morethan300DTVfacilitieshavebeenauthorizedandapproximately130stationsarenowoperating.
TheCommission'sDTVbuildoutschedulerequiresthatallcommercialstationsbeoperationalbyMay1,2002;noncommercialDTVstationsmustbeoperationalbyMay1,2003.
Additionally,hundredsofLPTVandTVtranslatorstationswillberequiredtoseekreplacementchannelsbelowchannel52whenchannels52-69,arenolongeravailablefortheiruse.

Requestsforterrain-relatedwaivers,whichwillbefiledsubsequentlyatthedirectionoftheCommission,mustbesupportedbyanappropriatenumberofprofilesshowingtheterrainbetweentheproposedcommunityofserviceandtheapplicableTVmarketcities,andindicatingthatthesignalsoffull-servicestationsinthesecitiescannotbedirectlyreceivedintheproposedcommunity.
